Normal Neighborhood Plan

The Normal Neighborhood area includes 94 acres that is presently outside the city limits, yet within Ashland's Urban Growth Boundary. When a property owner requests annexation into the City of Ashland, the Normal Neighborhood Plan will help guide changes to the area in a manner that creates a system of green ways, protects and integrates existing stream corridors and natural wetlands, accommodates future housing, and enhances overall mobility by planning for safe walking and bicycle routes while providing convenient access to future bus service.

This development of a neighborhood plan for the area  began in earnest in October 2012 when the City of Ashland received a grant award from the State of Oregon's Transportation Growth Program to complete a land use and transportation plan for the 94 acre North Normal Avenue area. Following over three years of public workshops, neighborhood meetings, public meetings of the Transportation Commission, Planning Commission, and Normal Neighborhood Working Group, a final plan was presented and approved by the City Council on December 15, 2015. The involvement of property owners and neighborhood resident has played a key role in developing an identity and vision for the plan area.
 
 
December 15, 2015    The Ashland City Council approved the three ordinances relating to the adoption of Comprehensive Plan, Transportation System Plan, and Land Use Ordinance (chapter 18.3.4) amendments implementing the Normal Neighborhood Plan.  The ordinances as approved are as follows:

Frameworks
To inform the development of the draft plan a series of "frameworks" have been examined which identify and illustrate opportunities within the project area relating to the following five components of the neighborhood design:


Summary of Existing Conditions
summary of existing conditions has been produced which provides information regarding the plan area's existing zoning, buildable land, traffic counts, and a summary of resident questionnaire responses. This information provides the background from which future concept plans may be developed.


Neighborhood Questionnaire
Questionnaire was  mailed to property owners within the 94 acre plan area in June 2012 and was intended to help the City define some crucial neighborhood characteristics regarding the project area early in the planning process. The completed questionnaires provided insights into resident perspectives and neighborhood demographics. Click here for summary charts derived from the completed questionnaire responses.
