City of Ashland Legal Team

Carmel Zahran to remain Assistant City Attorney

Carmel Zahran has decided to remain the Assistant City Attorney. On November 3, 2023, the City Council began negotiations with Carmel to become the City Attorney. Carmel has declined the promotion, stating:

"I deeply appreciate the opportunity to serve as the City Attorney for Ashland. However, for recent health and family reasons, I must withdraw myself from consideration for this position. I look forward to remaining in my role as Assistant City Attorney and I have full confidence that our legal team will maintain an outstanding service to the City of Ashland."

The City will continue to retain Doug McGeary as the Interim City Attorney. Acting City Manager Sabrina Cotta states, "with Doug and Carmel continuing to lead our Legal Department, the City is in good hands."

Mayor Graham states, "Ms. Zahran is a very capable attorney and she plays a crucial role on our legal team. While I am disappointed that she will not be moving into the City Attorney position, I fully support her making the decision that is right for herself and her family at this time."
