Approval of Gateway RFQ
The Commissioners discussed a variety of edits to the document, with particular attention on the selection criteria and selection process sections.  The Commission suggested that Garrington edit and bring back a draft of the re-worked selection process section for full Commission review and approval, along with the agreed upon edits provided by Commissioner Friend for the Selection criteria section and other edits suggested and accepted by the Commission during the discussion for final review/approval at a subsequent PAC meeting.
 
Review Distribution list for Gateway project
Bussell presented the list and Commissioners agreed to provide any missing contact info and forward to Bussell for inclusion.  Garrington also suggested adding several organizations that she identified as being useful to PAC projects even though the organizations are physically located out of the parameters of the project scope.
 
Bussell mentioned that some of the organizations have individualized contact methods (spam prevention) that will require more time to complete rather than merely one blanket email to the entire list.  Hepford agreed to assist when that process begins.
 
Review draft RFP, timeline and distribution list for Calle project
Bussell presented the draft RFP and the Commission suggested standardization as much as possible on the submissions section for consistency to benefit applicants and the Commission.  The Commission also suggested that Bussell include actual dates in the timeline and present the entire document back to the Commission for final review/approval
 
Councilor Rosenthal suggested that the Commission schedule a time in the near future to present/update the Parks Commission on the Calle project since the Parks Commission will ultimately be the governing body to accept the final artwork for placement on the Calle.  Commissioner Bussell agreed to attend as well as Hepford.
 
Review draft report to City Council
Garrington presented the memo and Councilor Rosenthal provided his support of the report/update concept and provided input on several suggested edits.  The Commission agreed that as many Commissioners as possible should attend.
 
Discussion about sign code and public art
Bussell inquired about the process for residential properties to install art and how it relates and is regulated by the sign code.  Hanks responded that while the sign code regulates all properties within the City (residential, commercial, industrial, etc), residential properties not associated with a business activity (home occupations, conditional use permits, etc) often have objects/things in their yards that could potentially be defined as a sign using the sign code definition. 
 
The Community Development Director has the legal ability to issue official interpretations to address code issues that can include common law, comprehensive plan policies and other reference material to determine whether or not any sort of land use threshold has been met. 
 
Hanks also noted that if a property owner in a residential area was concerned with the sign code interpretation, they could follow the public art process to have the installation approved, which would include donating the art to the City and the creation of a public easement for the placement.
