CALL TO ORDER

CURRENT PROJECT UPDATES
Strawberry Lane Partition
Goldman explained the land use process regarding the Strawberry Lane partition.
The City received letters from concerned neighbors in part recommending a
total of three units as opposed to the four.. After presenting those concerns
to the City Council on April 20, 2004, to see if the Council wanted to amend
the proposal and reduce the development potential, the Council opted to continue
with the application unmodified. The Planning Commission is scheduled to
review the action on May 11, 2004.
Subcommittee Reports
Finance - The next meeting is scheduled for May 5, 2004 to discuss
the formation of a Housing Trust Fund.
Education - Voisin said the subcommittee looked at what had been completed
previously with regard to the pamphlet/brochure. Rich Rohde is invited to
their May 12th subcommittee meeting to discuss media studies.
Land Use - Peck said Goldman presented a general overview of the Ashland
Land Use and Zoning ordinance.
Land Use and Affordable Housing
Goldman discussed Strategy 3 of the Housing Action Plan, concentrating on
limitation of single family uses on multi-family zoned property and establishing
minimum densities at potentially 80 percent of the maximum density allowed.
Areas of discussion include looking at land that could be re-zoned multi-family to increase the supply, being aggressive in addressing market forces, implementing a fee structure to reduce or defer fees to promote needed housing types, potential grant to help defray the cost of an inventory of multi-family housing or use of SOU students to carry out an inventory.
The Commissioners recommended proceeding and having the Land Use item on next month's agenda.
Hargadine RFP Process
The Commission recommended including in the draft RFP for the Hargadine parking
structure affordable housing proposal, the project have a period of affordability
of not less than 40 years under lease or buy back provision, and that proposals
benefiting households earning less than 80 percent of median income be
considered.
