CALL TO ORDER

This meeting is continued from March 12, 2003. Committee Member Silbiger called the meeting to order at 4:08pm.

ROLL CALL

Present: Committee Members Cate Hartzell, John Morrison, Ray Olsen, Russ Silbiger and Jacquie Christensen

Absent: Committee Members Alex Amarotico and Chris Hearn

Staff: Finance Director Lee Tuneberg and Administrative Assistant Kirsten Bakke

OPENING

Lee Tuneberg Finance Director began by saying the record showed that Chris Hearn was absent, but his proposed distributions were included in the spreadsheet showing the Committee’s proposed allocations. He then read the Committee averages for all applicants. The Committee agreed to adjust Chris Hearn’s $11,000 overage by changing his $25,000 proposed allocation to $13,900 for ICCA. The Committee discussed the allocation process.

PUBLIC INPUT

Silbiger opened the meeting for public comment, being there was none the public portion was closed.

DISCUSSION

Hartzell talked about her process and the importance of meeting the basic safety net needs. She focused on two categories basic safety net needs and prevention. The Committee discussed distribution choices.

ALLOCATIONS

Olsen/Christensen m/s to accept the proposed allocations. Voice Vote: ALL AYES.

The Committee discussed recommendations and agreed on the following proposed allocations for the Social Services Grants for fiscal year 2003-04 (See next page).

The Committee discussed the recommendation of a new resolution that would make additional funds available from the General Fund to supplement safety net services.

Olsen/Hartzell m/s to recommend to council that they by resolution or some other means allocate for FY03-04 and FY04-05 $25,000 per year from the General Fund to go for additional safety net services as prompted by current economic conditions as listed below with an inflationary factor for the second year:
