Regular Meeting Minutes

Attendance
Commissioners Bayard, Dvora, Benson, Todd, Jorgensen, Krigel, Demele, Jackson (Council liaison), Seltzer (staff liaison) were present.
Call to Order

called the meeting to order at 8:05 a.m.Introductions
Bayard welcomed guests, City Attorney Paul Nolte, Parks and Recreation Director Ken Mickelsen, Parks employee Kerry Gies and citizen Kevin

Nolte reviewed the Public Meetings Law and the Oregon Code of Ethics for the group.
Mickelsen, on behalf of the Parks and Recreation Commission, requested a recommendation from the group indicating that the offer of a bear sculpture to be placed in North Mountain Park meets the guidelines of the Parks and Recreation Commission Arts Policy.
Mickelsen and Gies gave a brief history of the offer of the sculpture to the parks. In addition, he presented a brief description of spaces available for public Art in Calle Guanajuato.
A discussion followed about the general nature of Parks guidelines, the lack of review process in place for the PAC and some important information that was not in Parks presentation.
Benson made a motion to make the recommendation, it was seconded by Jorgensen
.Discussion included a request by the PAC
that Mickelsen prepare in writing the details of the donation, information about the artist, the foundry and how the piece meets the guidelines of the Parks art policy. Mickelsen agreed and in turn asked that the commission review the "Agreement with the Artist" once it is drafted. The commission agreed.Bayard suggested delaying the vote by two weeks in order for Parks to compile that info. It was decided to vote on the motion with the contingency that the information would be submitted. The motion was passed unanimously.
Krigle made a motion that the Public Arts Commission (PAC) will work closely with the Parks and Recreation Commission and staff as the PAC develops guidelines and procedures for soliciting and accepting art for public display. Benson seconded the motion. MSP
Action
Prepare letter to the Parks and Recreation Commission from Bruce Bayard on behalf of the Public Arts Commission.
Continue to send Ann list of suggested projects.
Begin developing procedures and guidelines.
