The State of Oregon offers the Rental Home Heat Pump Program to help with efficient heating across the state.
The Oregon Department of Energy has over $11 million available for rebates and grants for installing a heat pump and related upgrades. The Oregon Rental Home Heat Pump Program is available for dwellings used as residential tenancy (rentals) and manufactured dwellings or recreational vehicles located in a rented space. Depending on the home type, customer income and system cost, the incentive can provide up to $2000-$7000 for heat pumps and $2000-$4000 for related upgrades!
This first step is to reach out to an approved contractor. Currently, there are eleven contractors approved for Jackson County. The rebate will be paid to the contract and the full amount must be passed on to the customer. There is no need to pay upfront as the savings will be taken off the total cost of the invoice after the installation! For more information on this program please visit

If your rental uses a packaged terminal air conditioner (PTAC) there is a new City incentive available beginning October 1, 2023, that you may qualify for. You can replace your old PTAC unit, which uses resistance heating, with a packaged terminal heat pump and receive up to $200 incentive from the City. These new units can pay for themselves in energy savings very quickly as they are three times more efficient than the old PTAC units! In addition, they can cost as little as $600, and the installation is very straightforward!
