I. CALL TO ORDER:  Chair Ken Engelund called the meeting to order at 4:00 PM.
 a) Introductions and Welcome;
  1.  James Conway, Economic Development Specialist and Staff Liaison to the Committee on   Public Art (CoPA) for the City of Grants Pass
  2. Beverly Hovenkamp, Chair of the City of Ashland Historic Preservation Advisory Committee
  3. Peter Finkle, community member and Walk Ashland creator
  4. Rick Landt, Commissioner of the Ashland Parks and Recreation – Chair Engelund stated that Rick Landt will join in Marking Ashland Places discuss, item C on the agenda

II. LAND ACKNOWLEDGEMENT
“We acknowledge and honor the aboriginal people on whose ancestral homelands we live, —the Ikirakutsum Band of the Shasta Nation, including the original past indigenous inhabitants, as well as the diverse Native communities who make their home here today. We also recognize and acknowledge the Shasta village of K’wakhakha — “Where the Crow lights”—that is now the Ashland City Plaza.”
Read by Chair, Ken Engelund. Engelund noted that the PAAC adopted an expanded version of the Land Acknowledgement, which will be included on the next meeting agenda.
 
 
III. APPROVAL OF MINUTES 
 a) June 15, 2023 regular meeting
 Chair Engelund motioned to approve the draft June 15, 2023 meeting minutes with no         corrections. Motion was seconded by Snow Panneton. Voice vote: ALL AYES. Motion passed.
                               
IV. PUBLIC FORUM (for items not on the agenda) no attendees
 
V. LIAISON REPORTS 
Liaisons: City Council Liaison, Gina DuQuenne; APRC Liaison, Leslie Eldridge; Community Development Liaison, Brandon Goldman

a) City Council Liaison, Gina DuQuenne - Councilor DuQuenne reported that the PAAC Goals for 2023 were discussed during the Council Retreat on Monday (7/17). DuQuenne spoke to the proposed University District and suggested that the PAAC may want to consider the creation of the new district when updating the 2023 PAAC Priorities List.

b) Community Development Liaison, Brandon Goldman - Brandon Goldman reported that he also attended the Council Retreat. Goldman spoke to defining artistic designs/desires for pedestrian crossings. Chair Engelund requested information about where the pedestrian crossings are proposed. Goldman stated that he will provide a map of potential locations with the PAAC.

c) APRC Liaison, Leslie Eldridge - No report; not in attendance.
 
VI. DISCUSSION ITEMS
a) ODOT Controller Boxes Project: Neighborhood Public Artworks; draft RFP
Peter Finkle presented information on how community involvement projects can be integrated to create meaningful art. Finkle discussed the locations and community involvement commitments to paint three ODT boxes. Finkle then introduced guest speaker, James Conway from Grants Pass. Conway presented the Grants Pass Committee on Public Art’s (CoPA) ODOT signal box vinyl art project. Conway shared an example RFP (City of Grants Pass Call for Artist) document and Public Art Walking Tour map. This was followed by Q & A. The PAAC then discussed the PAAC draft RFP. Chair Engelund motioned to adopt the draft RFP with staff’s input on the Selection Committee to be discussed during the next regular meeting on 8/17. The motioned was seconded by Snow Panneton. Voice vote: ALL AYES. Motion passed.

b) Haines and Friends application – vote to make recommendation to City Council to submit an application for a grant award
After a brief discussion, Cassie Preskenis motioned to request that the City Council allow PAAC to apply for the Haines and Friends Grant that is awarding up to $5,000 to the recipient. The grant application would include a $5,000 match from the city to paint between five and ten utility boxes, depending on costs. Snow Panneton seconded the motion followed by a voice vote: All AYES. Motion passed. Next step to be determined after it is heard by City Council. Note, the grant deadline is August 30th.

c) Marking Ashland Places (MAP) II – discuss location possibilities with guidance from Ashland Parks and Recreation Commission (APRC)
Rick Landt, Commissioner of the Ashland Parks and Recreation and Beverly Hovenkamp, Chair of the City of Ashland Historic Preservation Advisory Committee were invited to discuss 1) Site Selections and 2) Artwork Selection for the Marking Ashland Places (MAP) II project. After a brief discussion, the conclusion is that Site Selection must occur prior to sending out an RFP, Chair Engelund extended an invitation to Landt to join a subcommittee to work on the next steps.

d) Update: Council Advisory Committee Workplan Direction (Council discussion 7/17)
Discussed during liaison update. PAAC will continue to refine the list.

e) Update: Micah Blacklight’s “Ancestors Future - Crystalizing Our Call” - Picnic event and funding

f) Update: John Pugh’s “Where the Crow Lights”- Presentation and fundraising event
Items e) and F) were not discussed due to lack of time and will be added to the August regular meeting agenda for discussion.
