CITY OF ASHLAND PUBLIC WORKS – REQUEST FOR PROPOSAL PROFESSIONAL ENGINEERING SERVICES
The City of Ashland is seeking Proposals for professional engineering services for development of Project No. 2021-13b, the Development of Talent, Ashland and Phoenix (TAP) Water System Improvements.
The project will result in these water system improvements as identified in the TAP Water System Master Plan:
1. Talent Booster Pump Station seismic study.
2. Ashland Booster Pump Station TAP Supply connection.
3. Phoenix 24-inch pipeline seismic improvements.
These water system improvements must comply with all applicable codes and design standards pertaining to essential water facilities and components. The project will include, but is not specifically limited to, development of Plans, Specifications, and Estimates (PS&E), and bidding and construction support.
Proposals must be physically received by 2:00 PM, (main lobby clock), June 20, 2023 in the City of Ashland Engineering Office located at 51 Winburn Way, Ashland OR 97520 or by mail at 20 E. Main Street, Ashland, OR 97520. Proposal documents may be downloaded from the OregonBuys website. Any addendum that may be issued relating to this proposal will only be available from OregonBuys and potential proposers are cautioned to continuously monitor the site for updates and addendum.
All proposals shall be submitted as set forth in Section 6 - Instructions to Proposers. The City is not responsible for proposals submitted in any manner, format or to any delivery point other than as required by the Solicitation Document. Proposals must be from an Oregon Professional Engineer and shall be concise, appropriate to the scale of the evaluation and include only items that are relevant to this specific project.
Consultant selection will be based upon weighed criteria as set forth in the Solicitation Document and will include criteria such as (but not limited to): proposed work plan and approach, schedule, general and special project experiences, team experience and availability, and other applicable criteria.
The City of Ashland reserves the right to cancel this procurement or reject any and all proposals in accordance with ORS 279B.100.

Project No. 2019-27: Briscoe School Roof Replacement
Notice is hereby given that the City of Ashland, Oregon, is currently accepting sealed Bids for Project Number 2019-27: Briscoe School Roof Replacement (the “Project”) Sealed bids clearly marked “PROJECT NO. 2019-27: Briscoe School Roof Replacement ” will be received by Jason Strait – Project Manager in the Siskiyou Conference Room, Ashland Community Development Building, 51 Winburn Way, Ashland, Oregon, (mailing address: 20 E. Main Street, Ashland OR 97520),until 2:00 PM PST (Local Time – Siskiyou Conference Room clock) on June 22, 2023. Bids physically received after this time will not be considered. All Bids received prior to the due date and time and in proper form will be publicly opened and read aloud in the Siskiyou Conference Room at the time set forth above as the deadline for receipt of Bids, and thereafter Bids shall be made available for public inspection. If the total amount of the contract to be awarded will exceed $100,000, the award of the contract must be approved by the Local Contract Review Board. A contract for the work will be awarded or Bids may be rejected, separately or entirely, within thirty (30) days after Bid opening. The City may cancel this procurement or reject any and all Bids in accordance with ORS 279B.100.
The general character of the work for this Project includes supplying all labor, equipment, and materials necessary to perform the following approximate quantities for major work items at Briscoe School, 265 N Main Street, Ashland, Oregon:
• Acquisition of permits and issuance of all required notifications
• The removal of approximately 30,000 square feet of existing roofing, 760 linear feet of parapet cap flashing, and appurtenances. A licensed asbestos abatement contractor shall be used for the removal of asbestos containing material. At least three layers of roofing are believed to be present.
• The inspection and repair of damaged wood decking and visible structural wood.
• The inspection and repair of damaged structure underneath parapet flashing
• The installation of a new insulation, coverboard, PVC membrane roof, and appurtenances as well as the extension of a downspout.
• Replacement of damaged parapet cap flashing on an as-needed basis.
The solicitation documents, including plans and specifications for the Project, may be examined after May 25, 2023 at the Community Development Building, 51 Winburn Way Ashland, OR 97520 or downloadable at OregonBuys (https://oregonbuys.gov/bso/). The solicitation documents and addenda may be downloaded at no charge. They will NOT be mailed to prospective Bidders. Bidders should consult the OregonBuys website regularly until closing to avoid missing any addenda.
All projects in excess of $50,000.00 require the Contractor to pay prevailing wage rates. The contract resulting from this solicitation will require the successful Bidder to comply with Oregon’s Prevailing Wage Rates.

CITY OF ASHLAND PUBLIC WORKS – REQUEST FOR PROPOSALS QUALIFICATIONS BASED SELECTION for PROFESSIONAL CONSULTANT SERVICES
The City of Ashland (City) is seeking Proposals for professional engineering services for Project 2023-03 Grant Support Services. The purpose of this project is to support the City in grant review and application for grant funding offered through the Federal, State and Local Government. The City of Ashland has numerous funded, unfunded and deferred maintenance items associated with infrastructure systems, buildings/facilities, Emergency Services, Parks, Airport, Economic Development and Planning/Development that could benefit from grant related funding. Consultant services would include assisting the City in review of existing projects and locating functional grant opportunities that align with project applicability. Additional support could include developing the formal grant application for submittal to the correct funding agency.
The project will include, but is not specifically limited to, the following tasks and phases:
PHASE 1: Grant Support Services
Proposals must be physically received by June 30, 2023, not later than 2 PM PST (main lobby clock), in the City of Ashland Public Works Engineering Office located at 51 Winburn Way, Ashland OR 97520, or by mail at 20 E. Main Street, Ashland, OR 97520. Proposers mailing Proposals should allow normal delivery time to ensure the timely receipt of their Proposals. Any Proposal received after the date and time set for receipt of Proposals will not be considered and will be returned to the proposer unopened.
