The City of Ashland (City) is seeking a PROFESSIONAL SECURITY/FACILITY MANAGEMENT SERVICE/CERTIFIED LOCKSMITH SERVICE, to provide Security System Integration, Design, Upgrade and Management Services associated with Project No. 2018-16, COMPREHENSIVE KEY AND LOCK REPLACEMENT PROGRAM.  This project includes the development of appropriate access to all City facilities for both employees and customers, reduce security risks by controlling access, allow for better key distribution and management, and improve ongoing maintenance of the lock/key system through implementation of a modern key management program.
Project No. 2018-16 will include but is not specifically limited to the following tasks and phases:
Proposals must be physically received not later than 2:00 PM, (main lobby clock), Tuesday September 4, 2018 in the City of Ashland Engineering Office located at 51 Winburn Way, Ashland OR 97520 or by mail at 20 E. Main Street, Ashland, OR 97520.  A non-mandatory pre-proposal meeting will be held in the City of Ashland Engineering Office located at 51 Winburn Way, Ashland OR 97520 on August 21, 2018 at 1pm. This pre-proposal meeting will be a chance for interested parties to ask clarifying questions of the RFP. Any questions deemed substantial will be released through a formal addendum. Consultant selection is anticipated to result in the issuance of a goods and services contract, form provided in this RFP.
Proposal documents may be downloaded from the Oregon Procurement Information Network (ORPIN).  Any addendum that may be issued, relating to this proposal will be available from ORPIN and potential proposers are cautioned to continuously monitor the site for updates and addendum.  
All proposals shall be submitted as set forth in Section 6 - Instructions to Proposers.  The City is not responsible for proposals submitted in any manner, format or to any delivery point other than as required by the Solicitation Document.  Proposals shall be limited to five (5) pages.
Consultant selection will be based upon weighed criteria as set forth in the Solicitation Document and will include criteria such as (but not limited to): similar project experiences, general experience, staffing availability, schedule and response time.
The City of Ashland reserves the right to reject any and all proposals, to waive formalities or to accept any proposal which appears to serve the best interest of the City of Ashland.

The City of Ashland is requesting proposals from companies interested in providing Internet Bandwidth, monitoring the City’s internet bandwidth needs, and managing the network routing of the internet bandwidth.
The successful proposer will be required to have a thorough knowledge and understanding of internet bandwidth network protocol, expert network administration, and the capability to manage multiple BGP (border gateway protocol) peering sessions.
The successful proposer will be required to provide support 24 hours a day, 7 days a week, and to maintain and manage the required internet bandwidth in a consistent and reliable manner. Combined uptime must be 99.99%, or greater. Proposer will be required to provide timely outage notification and resolution protocol for City staff to utilize.
The City’s intent is to award a contract to the successful proposer for a period of two years with the option of three one-year extensions, for a maximum term of five years. A financial review of service rates and bandwidth consumption will be completed quarterly and prior to the contract being extended.
This Request for Proposal (RFP) is intended to provide interested proposers with sufficient information to prepare and submit a proposal for consideration by the City.

The REQUEST FOR PROPOSAL is available by clicking on REQUEST BID PACKET (beneath this public notice) and logging into the system. You will need to log in to the system each time you would like to download the solicitation documents and any subsequently issued addenda.
In accordance with AMC Section 2.50.080, Competitive sealed proposals may be available online, but applicants will NOT be able to submit their proposals and/or responses online. Proposals must be delivered in hard copy form to the City in accordance with the requirements outlined in the RFP.  Individuals that obtain the solicitation materials electronically are responsible for regularly checking for instructions, addenda, and related materials.
Contract terms, conditions and specifications may be reviewed in the City of Ashland, Purchasing Office, located at 90 N. Mountain, Ashland, Oregon.
Deadline for submitting questions and requests for additional information: 5:00 PM (PST), Friday, August 31, 2018.
Sealed Proposals must be received by 2:00:00 PM (PST), Wednesday, September 12, 2018, by Kari Olson, Purchasing Representative in the City of Ashland, Purchasing Office located at 90 N. Mountain Avenue, Ashland OR 97520. The proposals will be opened at 2:00:00 PM (PST), Wednesday, September 12, 2018, and the City will record and make available the identities of the proposers. Proposals will not be available for inspection until after the evaluation process has been completed and the Notice of Intent to Award has been issued.
