CITY OF ASHLAND PUBLIC WORKS – QUALIFICATIONS BASED SELECTION
PROFESSIONAL ENGINEERING SERVICES

 
The City of Ashland (City) is seeking qualifications based proposals from professional engineering consultants for all engineering services required for Project 2018-20, DESIGN OF A 7.5 MILLION GALLON A DAY WATER TREATMENT PLANT. This includes development of treatment train alternatives, all preliminary and final engineering plans required to develop formal specifications and estimates (PS&E) of preferred treatment alternative. In addition appropriate construction management and startup services required to complete a successful project will be negotiated after approval of final PS&E documents and award of construction contract.
 
The project will include but is not specifically limited to the following tasks and phases:
 
PHASE 1:  TREATMENT ALTERNATIVE SELECTION AND PRELIMINARY ENGINEERING
 
PHASE 2:  FINAL ENGINEERING/PERMITTING
 
PHASE 3:  BIDDING SERVICES 
 
PHASE 4:  CONSTRUCTION MANAGEMENT SERVICES
 
Proposals must be physically received no later than 2:00 PM (PST), (main lobby clock) June 21, 2018 in the City of Ashland Engineering Office, located at 51 Winburn Way Ashland, OR 97520 or by mail at 20 E. Main Street, Ashland, OR 97520.  Proposals will not be accepted after this hour and date. A pre-proposal conference for this project will NOT be held.

Work under this contract is funded by the federal Safe Drinking Water Revolving Loan Funds, through the Oregon Business Department and a partnership of Local and/or Private Funds.
 
Proposal documents may be downloaded from the Oregon Procurement Information Network (ORPIN).  Any addendum that may be issued, relating to this RFP will be available from ORPIN and potential proposers are cautioned to continuously monitor the site for updates and addenda.  
 
All proposals shall be submitted as set forth in Section 7 - Instructions to Proposers.  The City is not responsible for proposals submitted in any manner, format or to any delivery point other than as required by the Solicitation Document.  Proposals shall be limited to 12 pages and must be from a Professional Engineer Registered in Oregon.
 
Consultant selection will be based upon weighed criteria as set forth in this Solicitation Document and will include criteria such as (but not limited to): similar project experiences, general experience, staffing availability, schedule and response time.
 
The City of Ashland reserves the right to reject any and all proposals, to waive informalities or to accept any proposal which appears to serve the best interest of the City of Ashland.

MUNICIPAL AUDIT SERVICES
Proposals are due prior to 2:00 PM (PST), Tuesday, May 8, 2018
 
The City of Ashland is requesting proposals for municipal audit services from qualified, licensed and experienced independent accounting firms.  Annual municipal audits will be performed for the City of Ashland and Ashland Park and Recreation Commission.  Additional audits will be required for the City’s Food and Beverage Tax and the City’s Transient Occupancy Tax.
 
The format of audit papers must allow the City to meet the requirements of the GFOA Comprehensive Annual Financial Reports (CAFR), including the CUFR, reporting program.  The City of Ashland anticipates the continued submission of its CAFR, including the CUFR (Component Unit Financial Report) for Ashland Park and Recreation Commission, to the GFOA for the Certificate of Achievement for Excellence in Financial Reporting.
 
The annual municipal audits will encompass a financial and compliance examination of the governmental activities, business-type activities, each major fund and the aggregate remaining fund information, which collectively comprises the financial statements of the City of Ashland and Ashland Parks and Recreation Commission.
 
The City’s intent is to award a contract to the highest ranked proposer for a term of five (5) years.
 
This Request for Proposal (RFP) is intended to provide interested proposers with sufficient information to prepare and submit a proposal for consideration by the City.
 
The REQUEST FOR PROPOSAL is available by clicking on REQUEST BID PACKET (beneath this public notice) and logging into the system. You will need to log in to the system each time you would like to download the solicitation documents and any subsequently issued addenda.
 
In accordance with AMC Section 2.50.080, Competitive sealed proposals may be available online, but applicants will NOT be able to submit their proposals and/or responses online. Proposals must be delivered in hard copy form to the City in accordance with the requirements outlined in the RFP.  Individuals that obtain the solicitation materials electronically are responsible for regularly checking for instructions, addenda, and related materials.
 
Contract terms, conditions and specifications may be reviewed in the City of Ashland, Purchasing Office, located at 90 N. Mountain, Ashland, Oregon.
 
Deadline for submitting questions and requests for additional information: 5:00 PM (PST), Friday, April 27, 2018
 
Sealed Proposals must be received prior to 2:00 PM (PST), Tuesday, May 8, 2018, by Kari Olson, Purchasing Representative in the City of Ashland, Purchasing Office located at 90 N. Mountain Avenue, Ashland OR 97520. The proposals will be opened at 2:00 PM (PST), Tuesday, May 8, 2018, and the City will record and make available the identities of the proposers. Proposals will not be available for inspection until after the evaluation process has been completed and the Notice of Intent to Award has been issued.
