CITY OF ASHLAND PUBLIC WORKS – REQUEST FOR PROPOSALS
for
PROFESSIONAL FINANCIAL SERVICES
 
The City of Ashland (City) is seeking written Proposals for professional financial services for PROJECT NO. 2020-08:  Water and Storm Drain System Development Charges (SDC) Update. The purpose of this project is to conduct a full evaluation of the City’s water and storm drain system SDC methodology in order to formalize a comprehensive update.  The project will include, but is not specifically limited to, the following tasks:
 
  • Data Collection and Review
    • Storm Drain Master Plan and associated Capital Program
    • Water Master Plan and associated Capital Program
    • Existing financial information for each utility
    • Ashland Municipal Code Chapter 4.20, System Development Charges
  • Project Kickoff Meeting
    • Project team introductions
    • Review Scope and Schedule
    • Discuss policies for consideration in methodology (credits, deferrals, affordable housing)
    • Clarify roles and responsibilities
    • Identify additional data needs
  • Develop SDC Cost & Capacity Basis
    • Determine the allocable cost of existing facilities
    • Determine the allocable cost of future facilities
    • Use appropriate growth information to determine capacity basis to be used in fee calculation
    • Present supporting documentation to staff and SDC Committee members
  • Calculate SDCs
    • Develop spreadsheet model for SDC analysis
    • Develop SDC alternatives and apply relevant capacity basis to eligible costs for alternatives
    • Illustrate policy choices within alternatives and define who benefits and who pays
    • Present information to staff and SDC Committee members
  • Final Report and Presentation
    • Develop SDC implementation schedule for final approved alternative
    • Develop accurate and defensible final report, appropriate adoption resolutions and present before City Council
 
The City’s intent is to contract with a single consultant or firm for the entire project, but each utility analysis (Storm Drain and Water) will be separate tasks with separate funding streams. The completion of this project will result in new Storm Drain and Water SDCs.
 
Proposals must be physically received by  September 24, 2020, not later than 2:00 PM PST (main lobby clock), in the City of Ashland Public Works Engineering Office located at 51 Winburn Way, Ashland, Oregon  97520, or by mail to 20 E. Main Street, Ashland, Oregon  97520.  Proposers mailing Proposals should allow normal delivery time to ensure the timely receipt of their Proposals.  Any Proposal received after the date and time set for receipt of Proposals will not be considered and will be returned to the proposer unopened.  For further information, contact the City’s Project Manager, Scott Fleury P.E., Interim Public Works Director at 541/488-5587 or by email at scott.fleury@ashland.or.us.  Consultant selection is anticipated to result in the issuance of a contract for professional engineering services in a form substantially similar to the one provided in this RFP.
 
Proposal documents may be downloaded from the Oregon Procurement Information Network (ORPIN).  Any addenda that may be issued relating to this RFP will be available from ORPIN, and potential proposers are cautioned to continuously monitor the site for updates and addenda.  
 
All Proposals shall be submitted as set forth in Section 7 - Instructions to Proposers.  The City is not responsible for Proposals submitted in any manner, format, or to any delivery point other than as required by this RFP.  Proposals shall be limited to eight (8) pages.
 
Consultant selection will be based upon weighed criteria as set forth in this Solicitation Document and will include criteria including, but not limited to:  similar project experiences, general experience, staffing availability, schedule and response time.
 
The City of Ashland reserves the right to cancel this procurement or reject any and all Proposals in accordance with ORS 279B.100.

UTILITY BILLING PRINTING & MAILING SERVICES

The City of Ashland is requesting proposals from qualified vendors to provide Utility Billing Printing and Mailing Services.  It is the City’s intent to partner with one contractor that can provide all of the goods and services that are required to produce and distribute utility billing statements for customers that have chosen to receive a hard copy of their utility billing statement. In accordance with ORS 282.210 all printing for the City shall be performed within the State of Oregon.  The City’s intent is to enter into a contract for Utility Billing Printing and Mailing Services with the highest ranked proposer for a term of five (5) years.

The REQUEST FOR PROPOSAL can be downloaded by clicking on REQUEST BID PACKET located beneath this public notice and logging into the system. You will need to log in to the system each time you would like to download the solicitation documents and have access to any subsequently issued addenda.

In accordance with AMC Section 2.50.080, Competitive sealed proposals may be available online, but applicants will NOT be able to submit their proposals and/or responses online. Proposals must be received in hard copy form by the City in accordance with the requirements outlined in the RFP.  Individuals that obtain the solicitation materials electronically are responsible for regularly checking online for instructions, addenda, and related materials.
 
Contract terms, conditions and specifications may be reviewed in the City of Ashland, Purchasing Office, located at 90 N. Mountain, Ashland, Oregon.

Mountain Avenue, Ashland OR 97520. The proposals will be opened at 2:00:00 PM (PST), Thursday, September 24, 2020, and the City will record and make available the identities of the proposers. Proposals will not be available for inspection until after the evaluation process has been completed and the Notice of Intent to Award has been issued.
