June 17, 2022
Mobilization for construction of the outfall structure and associated work on Ashland Pond is anticipated to begin during the week of June 27, with some preliminary staking and staging work commencing during the week of June 20.  To ensure public safety, and to maintain a safe jobsite for the contractor, the pond and the park's access pathways and trails will be closed to the public.  See press release for more information.

January 25, 2022
The primary access path/walking trail to Ashland Pond will be closed between 01/31/22 and 02/04/22 while an arborist team removes trees and snags that are within the construction zone.  See press release for more information.

October 18, 2021
A gradual, months-long drawdown of Ashland Pond begins today in preparation for construction. The City has closed the intake to the pond and has re-routed the previous water source.  See press release for more information.
 
A helpful analysis was presented to Ashland Parks and Recreation Commission (APRC) on October 13, 2021, where we discussed the various alternatives that were considered for drawing down the pond.  Link to the STAFF REPORT on page 49 of the APRC meeting packet for more details.

September 17, 2021
Over the past 18 months, all major environmental construction permits have been obtained.  The project is in the final engineering phase and is on-track to begin construction in June 2022.  Public outreach will resume once the City has more precise information to share with the community on the timing and nature of construction.  Staff will communicate to the applicable City commissions and Council, will update this webpage, and when appropriate, will utilize press releases, social media postings, and limited, targeted mailings.

February 15, 2019
The preliminary engineering phase of this project has been completed and the City is now working toward the permitting phase of the project. City staff will review environmental constraints and work closely with the Oregon Department of Fish and Wildlife (ODFW), National Marine Fisheries Service (NMFS) and others to complete this phase of the project. The city anticipates moving forward with final engineering in fall 2019. Construction is proposed for next spring 2020 at the earliest.

On Wednesday, October 17, The City of Ashland will host an open house to gather feedback on the Outfall Relocation Project for the Ashland Wastewater Treatment Plant (WWTP). Residents are invited to come learn about the project, meet project staff, ask questions, and provide feedback about the project.  Event details below:

June 26, 2018:
City of Ashland Public Works Director, Paula Brown, was recently interviewed on the Jefferson Public Exchange (JPR) discussing the benefits of local wetlands and how they can be used to filter urban pollution.

April 18, 2018:
The City of Ashland is relocating the outfall of the Wastewater Treatment Plant (WWTP) from Ashland Creek to Bear Creek to comply with new state water quality regulations.  The outfall is the location where treated water from the WWTP is discharged into the creek.

The City completed field work along the Bear Creek Greenway Trail in February 2018 investigating the first proposed pipeline alignment and will soon begin field work along a new preferred pipeline alignment in April/May 2018 that avoids the Greenway Trail.  Please see the picture above that shows the new pipeline alignment. 

Field Work Project Schedule:
• Field Survey (Terra Survey) – Weeks of April 30 and May 7
• Wetland and Cultural Resources Field Work – Week of April 23
• Geotechnical Investigation – Week of May 7

Residents may see some activity between the WWTP and Ashland Pond along the Ashland Pond trail at the end of Glendower Road during this period. These activities are part of the phase I work, which includes outfall construction design, permitting, and field data collection.
