Council Goals Feedback

The City Council recently approved a draft set of values, a draft vision statement and 15 two-year goals.  Now the Council is interested in your feedback on all three.


The values are meant to represent what is most important to us as a community.  The vision statement describes the long term direction towards which Ashland should be moving.  And the two-year goals are concrete policy actions the Council expects to focus on through July of 2011.


Ideally all three (values, goals, vision) would be completely consistent with each other.  In the real world, however, there are often tensions among the three.  It is the purpose of community dialogue to refine, clarify and better align these three elements. 


The Council will gather public input through September 21, 2009 review the input and adopt a final Values and Vision Statement in November.  The council will review the feedback on the goals in January 2010 prior to beginning the budget process for FY2011.

1) Develop and implement a comprehensive economic development strategy

Economy Goals

2) Complete Croman Mill Master Plan and develop an implementing strategy for funding and infrastructure for Croman

3) Increase the clarity, responsiveness, and certainty of the development process.

Environment Goals

1) Develop an integrated land use and transportation plan to increase the viability of transit, bicycles, walking and other alternative modes of transportation

2) Adopt an integrated Water Master Plan that addresses long-term water supply

3) Implement specific capital projects and operational programs to ensure that City facilities and operations are a model of efficient use of water, energy, land, and other key resources

4) Adopt land use codes, building codes, and fee structures that creates strong incentives for new development that is energy, water, and land efficient and supports a multi-modal transportation system

5) Develop a strategy to use conservation and local renewable sources to meet Tier 2 power demands by 2014

Social Equity

1) Complete the development of affordable housing on the Clay Street property

2) Conduct a comprehensive study of Ashland’s homeless


1) Develop plan for fiscal stability, manage costs, prioritize services, and insure key revenue streams for the City and Parks & Recreation

2) Address issues the stability of the organization including employee recruitment and retention; succession planning; and effective and increased use of citizen volunteers

Public Facilities

1) Develop a plan to replace Fire Station #2

2) Refine a long term strategy for the Ashland Fiber Network that improves its financial viability, provides high quality services to residents, and promotes healthy economic development


1) Foster strong collaboration of the local community, City, State and Federal leaders in efforts to improve the health of the Ashland watershed through reducing fire hazards and restoring forest health

2) Restore rail service to and through Ashland
for the purpose of:
a. Diversifying the economic base of the community
b. Supporting the creation and growth of businessess that use and provide local and regional products
c. Increasing the number of family wage jobs in the community
d. Leveraging the strengths of Ashland's tourism and repeat visitors
a. Reduce per capita automoble vehicle miles traveled
for the purpose of:
b. Provide safe walking and bicycling routes to home, work, shopping and schools
c. Implement environmentally responsible design standards
d. Minimize new automobile related infrastructure
a. Climate change issues
b. Security and redundancy
c. Watershed health
d. Conservation and reuse
e. Stream health
