MINUTES CITY COUNCIL STUDY SESSION
Monday, June 15, 2020

Mayor Stromberg called the Study Session to order at 5:33 PM.
 
  1. Public Input (15 minutes, maximum)
As the June 15 Study Session will be held electronically, written testimony for public input will be accepted via email to public-testimony@ashland.or.us as long as they include the subject line: June 15 Study Session Testimony and are submitted before Monday, June 15 at 10 a.m. Written testimonies submitted by the deadline will be available to the City Council before the meeting and will be included in the meetings minutes.
 
City Recorder Melissa Huhtala stated that the Council has received 20 emails for Public Testimony which has been added to the agenda and they will be posted to the Minutes (see attached).

 
  1. General Fund Financial Plan
Interim City Administrator Adam Hanks gave a Staff report.
Items discussed were:
  • Revenue shortfalls.
  • Fund Structure.
  • Food and Beverage Tax estimations.
  • TOT.
Hanks presented Council with a PowerPoint regarding the Financial update (see attached). Items discussed were:
  • Plan Scope and Objectives.
  • Fund Structure.
  • Food & Beverage
  • Transient and Occupancy Tax.
  • Review of actions taken.
  • Cost reduction summary.
  • Other plan considerations.
Hanks explained that departments are working on tools to reach reductions in each department.

Hanks discussed the Cemetery Trust Fund.

Council discussed B Street and Clay Street and how to allocate the proceeds.

Council discussed options to deal with the TOT shortfall.

Council discussed PERS.

Hanks spoke that the TOT shortfall issue will be coming back to Council at the July 7th Council Meeting.

Council discussed Building Permits.  Community Development Director Bill Molnar spoke that the issue of permits has not slowed down.

Parks and Recreation Director Michael Black gave a brief Staff review on how the Parks Department reductions.

Hanks spoke that each department is working on addressing recommendations from the Cost Review Ad-Hoc Committee for cost reductions.
 
The Study Session was adjourned at 7:00 PM.
