MINUTES FOR THE CITY COUNCIL STUDY SESSION
Monday, December 17, 2007 at 5:15 p.m.
Council Chambers, 1175 East Main Street

Mayor Morrison called the meeting to order at 5:15 p.m.

Councilors Hardesty, Navickas, Silbiger, Jackson and Chapman were present. Councilor Hartzell arrived at 5:22 p.m.

1.	Look Ahead Review City Administrator Martha Bennett reviewed the Look Ahead with the Council and noted several changes and additions.

2.	Review of Regular Meeting Agenda for December 18, 2007 Councilor Hardesty distributed an amended agreement for the Gentle Person Agreement. Council discussed the need to continue addressing this item. Ms. Hardesty explained that her suggestions were proposed as positive language for adoption. Councilor Silbiger stated that he was uncomfortable with #2 on the amendment and further discussion will take place at the council meeting. City Recorder Barbara Christensen clarified that the fees associated with Public Records will be incorporated in the annual Resolution established for miscellaneous fees. She explained that this is not the appropriate place to address retention of documents. Council clarified process for the annual appointment process for the Budget Committee. Mayor suggested that there be several rounds of voting where those that do not receive any votes do not move forward and that rounds continue until there is an individual voted upon by the majority of the council. Council continued to determine the method of voting, including an initial 5-vote to move an individual forward and then subsequent voting following this. It was determined that nominations could be taken up to the time it is discussed and voted upon.
