Regular Meeting

Attendance:

Commissioners:  Markell, Bussell, Pugh, Douglas, Anderson, Longshore, Wilkerson, Seltzer (staff liaison)

 

Absent:

Hardesty (council liaison)

Chair Markell called meeting to order at 8:20 a.m.  Minutes of 8/17/07 approved Bussell/Pugh

 

Markell introduced graphic designer Mark Mularz.  Mularz presented and circulated his graphic design concept for the Master Plan.  He invited commissioners to send to him public art images that may be appropriate to include in the design.  Seltzer to send Mularz final document once approved by the PAC and proofread.  Discussion about printing and it was agreed that since the first round of printing will be limited (approximately 30 copies) Wilkerson agreed to print and Mularz will bind.

Seltzer advised the group that they are on the agenda for the City Council Study Session on Monday, November 19 and possibly on the regular meeting agenda on Tuesday, November 20.

 

Midge Thierolf spoke to the group about the plans to create a memorial, consisting of two benches and a shade tree, for former councilor Carole Wheeldon on the gateway island.  She felt is was important and appropriate to keep the PAC involved in the plans as Wheeldon believed in the importance of process and communication.  Thierolf will return and present the bench design plans to the PAC for their input and approval.

 

The group discussed and commented on the DRAFT Public Art Master Plan.  It was agreed that commissioners will send corrections to Seltzer.  M/S Douglas and ??? Move to approve final draft plan with corrections identified during this meeting unless it is determined by Seltzer that the corrections change the context of the current draft.  If so, Seltzer will contact the PAC and schedule a special meeting if necessary for final approval.

 

Much discussion about the Lloyd Haines murals.  Members were upset that Haines has been quoted as saying the Public Art Commission ‘backed away from the project” and has implied that the PAC dropped the ball.  Wilkerson will draft letter to the editor from the PAC.  Seltzer reported that it is likely that Haines will ask the PAC to “accept” the gift of public art.  PAC will follow procedures for accepting art as identified in the PAC Policy and Procedures manual.

 

Council has recently been discussing increasing the TOT tax.  By State law, a portion of all TOT money must be spent on tourism.  Councilor Hardesty has encouraged the PAC, via email, to submit information to her about how public art enhances tourism as it may be possible to comply with the State requirement by using a portion of the increase to fund public art as it relates to tourism. Members will research and submit comments to Seltzer.  Markell will finalize and send to Hardesty.
