Minutes: Public Arts Commission
17 March, 2006

Present: Benson, Markell, Longshore, Bayard, Amarotico
Absent: Pugh, Gay, Wilkerson, Seltzer
Guests: Dana Bussell, Catherine Rickbone

No minutes to approve.

Old business:
Plaques: Hagen Fine Art has come up with a cast bronze design for $210. A typo was discovered. Benson will ask for new proof and send that to the PAC for final approval. M/S/A to have Hagen complete project.

Jensen sculptures: Bayard contacted welder to initiate installation. New bases will most likely need to be fashioned to create an appropriate interface between base and sculptures. Right now, mounting bolts come up through the metal box, not allowing sculptures to sit flush on top. Temporary plaques (needing to last only two years) can be fabricated and attached to new boxes. Estimated completion is April.

McGee sculpture: Artist Lonnie Feather has begun fabrication. Wording of plaque and positioning need to be considered. Estimated completion is June.

Bridge art: Longshore contacted officials at ODOT and got the PAC listed to be contacted when “stake holders” are informed about bridge progress. Question arose regarding the development of artistic concepts: will PAC be instigating design, or will ODOT? Longshore to check with Godsey and Klecan from Medford PAC to get more background on the Medford project.

Johnson family: tabled

Policies and Procedures: Benson described three tier approach to developing Policies. 1) Goals are conceptual and visionary in nature. 2) Master Plan is more detailed, identifying specific areas or projects. 3) Policy and Procedures are the nuts and bolts that describe opperational guidelines.

In regards to #3, Gay's draft of Gift acquisitions was reviewed and Bayard suggested that the PAC reccommends to the COA and Parks, but does not have jurisdiction. Bayard also suggested a general policy of accepting small scale works without review as a means of building good will to donor base, and as a way to establish a collection that could be displayed or sold to raise funds for priority projects. Larger scale existing works and proposed “commissions” should require full selection panel review.

Benson had asked commissioners to provide a brief visionary paragraph for the future of Public Art in Ashland that could be included in the goals and master plan. Longshore read hers which described a diversity of works that added beauty and interest to neighborhoods, downtown, greenway, and gateways. Bayard added that his vision would be that Public Art is talked about by all in the community as a way of engaging and involving citizens.

Benson requested, again, that all commissioners send him a brief paragraph of their vision.

No further discussion. Meeting ajourned.
