Building Permit and Land Use applications can be submitted electronically for processing. Application forms can be downloaded from www.ashland.or.us/comdevpermits and submitted directly to staff for review.

The Planning Division consists of two primary components, Long Range Planning and Current Planning.

Long Range Planning

The Long Range Planning Program assists the community in evaluating trends and developing innovative plans in anticipation of changes that may affect the future of the City. This work includes updating the primary long-range planning document for the city, the Comprehensive Plan, and developing sub-area or neighborhood plans such as the North Mountain Neighborhood Plan, Railroad Property Master Plan and the Croman Mill Site Redevelopment Plan. In addition, the Planning Division manages and prepares technical studies that augment and enhance the Comprehensive Plan and neighborhood plans. Recent examples of supporting technical studies include the Housing Rental Needs Analysis and the Economic Opportunities Analysis.

The Long Range Planning Program is also responsible for creating implementing ordinances based on the recommendations described in adopted city plans and technical reports. Land use ordinances are intended to influence where and how things are built and where and how land is preserved. The tangible outcome of the regulations is the shaping of the built and natural environment within the city limits – the buildings, parks, city streets, public spaces, etc. Some recent examples of land use regulations include the Maximum Permitted Floor Area for properties in the historic districts, the Condominium Conversion requirements and a comprehensive set of revisions to the Ashland Land Use Ordinance (ALUO).  

Current Planning

The Current Planning Program serves to implement the ordinances and Plans put forward by the Long Range Planning Program through the land use and building permit application processes. The Current Planning Staff works with applicants on projects ranging from sign permits to annexations and subdivisions and responds to all land use related questions from the community.

The land use application process begins with the submittal of a pre-application packet. Planning Staff distributes the packet to the other Departments within the City, Electric, Fire, Building, Water, Sewer, Engineering, etc for their specific feedback on the project, then compiles that information along with the land use issues into a pre-app document that is used in a follow up meeting between the applicant and the Project Planner to assist in directing the applicant's efforts towards a complete land use application submittal.

Depending on the type of project, the formal submittal may either be administratively approved by staff or may be scheduled to be heard by either the Hearings Board or the full Planning Commission. In either case, notices to properties surrounding the project are sent out before and after the final decision has been rendered.
