CITY OF ASHLAND PUBLIC WORKS DEPARTMENT
PROJECT NO. 2019-24ASHLAND STREET OVERLAY PROJECT
 
Notice is hereby given that the City of Ashland, Oregon, is currently accepting sealed Bids for furnishing all materials, equipment, labor, and services for Project No. 2019-24:  Ashland Street Overlay Project (“Project”).  Sealed Bids addressed to the City of Ashland, Public Works Department and clearly marked “Project No. 2019-24: Ashland Street Overlay Project” will be physically received by Karl Johnson EIT, Public Works Associate Engineer Siskiyou Conference Room, in the Community Development Building, 51 Winburn Way, Ashland, Oregon, (mailing address: 20 E. Main Street, Ashland OR 97520), until 2:00  PM local time (Siskiyou Conference Room Clock) on April 18, 2023, at which time the Bids will be publicly opened and read aloud.   Bids physically received after this time will not be considered.  All Bids received prior to the due date and time and in proper form will be publicly opened and read in the Siskiyou Conference Room at the time set forth above as the deadline for receipt of bids, and thereafter Bids, shall be made available for public inspection.  If the total amount of the contract exceeds $100,000, the award of the contract must be approved by the Local Contract Review Board.  A contract for the work will be awarded or Bids may be rejected, separately or entirely, within thirty (30) days after Bid opening.
 
The general character of the work for Project No. 2010-24 includes: 
  1. Construct and remove Temporary Traffic Control and Erosion Control Measures.
  2. Construct sidewalk, curbs, curb ramps and driveways.
  3. Perform Cold Plane Pavement Removal
  4. Install ACP Wearing Surfaces
  5. Install permanent pavement markings
  6. Modification of existing traffic signals
  7. Install rectangular rapid flashing beacons
  8. Perform additional and Incidental Work as called for by the Specifications and Plans.
 
 
The solicitation documents, including plans and specifications for the Project, may be examined after March 22, 2023, at the Community Development Building, 51 Winburn Way, Ashland, OR  97520.  The documents may be downloaded from OregonBuys website. The solicitation documents and any addenda may be downloaded at no charge.  They will NOT be mailed to prospective bidders.  Bidders should consult the ORPIN system regularly until the closing date to avoid missing any addenda.
 
Bidders shall pre-qualify as provided by ORS Chapter 279C.430 and in accordance with the Standard Specifications for Public Works Construction, Oregon Chapter of APWA, for all classes of construction.  Pre-qualification applications must be received by the City of Ashland five (5) days prior to the date designated for the opening of the bids. 
 
All projects in excess of $50,000.00 require the Contractor to pay prevailing wage rates.  The contract resulting from this solicitation will require the successful Bidder to comply with Oregon’s Prevailing Wage Rates.
