Electric Vehicle Incentive Program Summary
Ashland Electric customers can receive a $1,500 rebate for the registration of an eligible new or used battery electric vehicle.

Why does this program exist?
Many Ashland Electric customers have shown their commitment to the environment by being early adopters of new zero emission vehicles, but EVs, also known as battery electric vehicles, remain financially out of reach for many customers. This EV incentive is important because it focuses on more-affordable electric vehicle options, thereby making EVs more attainable to more utility customers. Ashland Electric seeks to promote additional EV adoption, so that all customers can experience the financial and environmental benefits of zero emission vehicles.

Program Goals
The EV incentive is increases equitable access to zero emission vehicles by providing eligible Ashland Electric customers with a $1,500 rebate for the registration of an eligible EV. The specific objective of this program is to incentivize 70 new EV registrations in the utility territory within 12 months. 

The program supports affordable EV adoption using several strategies:  

  • Focus on vehicles priced less than $30,000; 
  • Both used and new vehicles are eligible; 
  • Early and focused promotion to low- and moderate-income customers; 
  • Encourage participation with State of Oregon incentive programs; and 
  • Provide more generous rebates to incentivize behavior change. 

Who can apply for this incentive?
Any customer of Ashland Electric can apply for this incentive.

What incentives are available?
Ashland Electric Customers can receive a $1,500 rebate for the purchase of an eligible EV. Funding is limited to the first 70 participants.

EV incentive eligibility requirements 
Program availability - The EV incentive program is made available with the following direction:

  • The electric vehicle incentive is available to Ashland Electric customers with an active account.
  • Only one electric vehicle incentive may be issued per utility account. 

Vehicle standards - The electric vehicle purchased meets the following minimum standards:

  • Vehicle is registered at the utility service address. 
  • Vehicle purchase price is $30,000, or less. (Note: the price paid to the dealership on your sales receipt must be $30,000 or less) 
  • Vehicle is listed on the "State of Oregon Clean Vehicle Rebate Program" Charge Ahead Vehicle Eligibility List
  • Vehicle is purchased from a DMV-licensed car dealership in Oregon (click here to perform a business regulation search of current dealers. Private party sales are not eligible.)
  • Vehicle is purchased used or new. 
  • Vehicle is registered or purchased after November 15, 2020. 

Documentation - Specific EV documentation requirements include, at minimum: 

  • Utility customer information (name on account, account number, service address, and contact information) 
  • Completed Oregon vehicle registration (registration address must match utility account address)
  • Bill of sale (must clearly show dealer name, vehicle make/model, vehicle price, date of purchase)

Additional information:

  • Rebate check will be issued to primary utility customer listed on utility account. 
  • Submissions that do not meet the program eligibility criteria will not be considered. 
  • Incomplete documentation may result in incentive ineligibility. 
  • The City of Ashland is not responsible for documents lost or destroyed in transit or misdirected applications.  
  • Submitted program application and accompanying documents becomes the property of the City of Ashland. 
  • The City of Ashland reserves the right to request additional information or documentation to process an application. 
  • Terms, conditions, and availability of this program may change at any time.
  • Incentives are issued on a first-come, first-served basis until funds are depleted.

How do I apply?

  1. Ensure that you have read and understand all program eligibility requirements. If you have questions, contact city staff before purchasing your vehicle.
  2. Purchase and register your EV (Note: registration address must match utility customer address).
  3. Fill out the Electric Vehicle incentive form.

Frequently Asked Questions

1. How much can my vehicle purchase cost?

The price you pay to the dealership that is on your sales receipt has to be $30,000 or less. The rebate is applied after the initial purchase price. Purchases above $30,000 will not be eligible.

2. Why is there a $30,000 price cap?

The current incentive is partially funded by an equity-focused grant. The price cap exists to increase access to the most affordable vehicles. This program is designed to amplify the used EV market first, and the new vehicle market second. Our income-limited residents primarily purchase used vehicles and giving them more access to zero emissions vehicles is an important part of our Climate and Energy Action Plan (CEAP).  

3. Can I get the incentive without my registration?

No, we need your registration to know where your vehicles resides. It must match the utility service address.
