The City of Ashland has provided funding to support local agencies and organizations that serve the most vulnerable Ashland Citizens since 1986. In 2014 the Housing and Human Services Commission undertook a review of the Social Service Grant program. During that process the Commission elicited community and agency feedback on service gaps and unmet needs. The commission developed a strategic plan for the use of grant funding to target the needs identified through that process. The Strategic Plan for Social Service Grant Funds identifies both priority goals and implementation strategies to help grant applicants meet identified needs. The Commission periodically reviews these goals and strategies, along with demographic data and public and agency feedback regarding community resources and needs to ensure that the Strategic Plan will be responsive to the needs of the community. The Strategic Plan guides the Commissions' funding recommendations to the City Council.
