Community Development Block Grant Funding Available

Request for Proposals (RFP)
Annual Action Plan Public Hearing

The City of Ashland is presently accepting proposals for Activities and Projects, which benefit low and moderate-income people.  Applicants must be a non-profit 501(C) (3) charitable organization or a unit of government.
 
The City of Ashland will award approximately $270,170 in Community Development Block Grant (CDBG) funds to selected, eligible projects.  The primary purpose of the CDBG Program is to fund community development projects and programs, which benefit low and moderate-income people. To utilize CDBG funds most effectively to address Ashland’s highest priority needs, the City has limited the award of CDBG funds to fewer than three projects annually that provide or maintain housing to extremely low, low-moderate income, and special needs households, or provide social services activities which address the Homeless or Special Needs Goals outlined in the City’s Consolidated Plan.
                   
As of January 4, 2021 the RFP shall be available on the City of Ashland web page, www.ashland.or.us/cdbg2021rfp  within the “Affordable Housing Documents” section of the website. Printed copies of the RFP are available at the Community Development and Engineering Services building at 51 Winburn Way. Responses to the RFP must be received by 4:30 pm on Friday, February 19, 2021.
 

The Housing and Human Services Commission will hold a public hearing on the development of the 2021 Annual CDBG Action Plan and to receive testimony regarding use of CDBG funds on March 25, 2021 at 4:00 P.M in the Community Development Building at 51 Winburn Way.  At this meeting the Commission will also review the proposals received in response to this RFP. Testimony received at this hearing regarding community needs and how the proposed projects best address the priorities of the Consolidated Plan, along with the Housing and Human Services Commission recommendations, will be forwarded to the City Council for consideration. 

The City Council will hold a public hearing on April 20, 2021 at 6:00 p.m. in the City Council Chambers at 1155 E. Main St. to make the final awards, and to direct Staff to complete the 2020 Annual CDBG Action Plan to incorporate the project(s) selection.
