Mayor Stromberg called the Study Session to order at 5:30 p.m.

Councilorsí Slattery, Graham, Seffinger, Rosenthal and Jensen were present.

Submitted Public Testimony (see attached).
  1. Housing Program: Overview of Projects and Homeless Services Funding
 
Interim City Administrator Adam Hanks gave a brief introduction.
 
Community Development Director Bill Molnar introduced Housing Specialist Linda Reid and presented Council with a PowerPoint (see attached). 
 
Items discussed were:
 
  • Housing Program.
  • Public Education.
  • Land Use initiatives.
  • Grant Financial Awards Incentives.
  • Fee waivers/Tax Exemptions.
  • Affordable Housing Standards.
  • State Middle Housing Requirements.
  • Vertical Housing Development Zone.
  • Accessary Residential Units (ARUís).
  • AUR Building Permits.
  • ARU Historical District.
  • SDCís.
 
Council discussed affordable housing and off street parking.
 
Council discussed rent control.
 
Molnar continued with the PowerPoint presentation. Items discussed were:
  • Wildfire Hazard Mitigation Code.
  • Housing Unit Comparison.
 
Reid discussed grant fund money and how it is being used.
 
Council discussed CDBG funds.
 
 
  1. Charter Amendment Clarifications
 
Due to technical difficulties this item was moved to the 10/20/20 Business Meeting.
 
The Study Session was adjourned at 6:20 PM.
