Mayor Stromberg called the meeting to order at 5:32 PM.
Councilor’s Slattery, Graham, Akins, Seffinger and Rosenthal were present. Councilor Jensen was absent.

Public Input (15 minutes, maximum)

As the July 20 Study Session will be held electronically, written testimony for public input will be accepted via email to public-testimony@ashland.or.us as long as they include the subject line: July 20 Study Session Testimony and are submitted before Monday, July 20 at 10 a.m. Written testimonies submitted by the deadline will be available to the City Council before the meeting and will be included in the meetings minutes.

Affordable Housing Standards Update

Senior Planner Brandon Goldman and Housing Specialist Linda Reid presented Council with a PowerPoint Presentation (see attached)

Items discussed were:

Affordable Housing Standards Amendments.
General Objectives.
Resale Formula Options.
- Indexed Based Resale Formula.
- Fixed Rate Resale Formula.
Rental Cost Formula Change.

Council discussed the formula.

Household Asset Limitations.
Land Use Ordinance Amendments.
Next Steps.

Adjournment

Council adjourned the Study Session at 6:35 PM and went in to Executive Session.
The Ashland City Council will hold an Executive Session immediately following the Study Session to conduct deliberations with persons designated by the governing body to negotiate real property transactions, pursuant to ORS 192.660(2)(e).

The Executive Session was adjourned at 7:00 PM.
