MINUTES CITY COUNCIL STUDY SESSION
Monday, November 4, 2019
Council Chambers, 1175 E. Main Street

 
The Mayor called the Study Session to order at 5:30 p.m.
 
Councilors’ Slattery, Graham, Akins, Seffinger, Rosenthal and Jensen were present.
 
Public Forum
Huelz Gutcheon – Ashland – Spoke regarding sirens and emergencies.  He spoke regarding infrastructure upgrades.
 
  1. Jail Service District Presentation
 
Sheriff Stickler presented a PowerPoint to Council (see attached).
 
Items discussed were:
  • Efforts within the criminal justice system.
  • Resource Center.
  • Health Care reform. OHP.
  • Local CCO working with Criminal Justice System to enhance transitional care and Medication Assisted Treatment (MAT).
  • Efforts to use less prison for drug and property crimes.
  • Community Meeting priorities of a jail. 
  • Community safety.
  • Offender safety.
  • Offer the opportunity for justice and rehabilitation for the offender.  
  • History of recent jail operations. 
  • Jackson County Part 1 and Part 2 offenses.
  • Medford Police Department Part 1 and Part 2 offenses.  
  • Ashland Police Department Part 1 and Part 2 offenses.
  • Crime rates, warrants and forced releases.
  • Grants Pass Public Safety Stats.
  • Citations going down due to having an option with bed spaces. 
  • Commitment moving forward.
  • Best Practices. 
  • Strive to improve housing, addiction services and mental health resources.
  • System will struggle until we have something that meets the needs of our Community.
  • Proposal for service districts.
 
Council discussed the importance of mental health services.
 
Slattery spoke in appreciation of how the Sheriff hosted numerous meetings and had great contact with the public since the last meeting.
 
Council discussed that this item will be on the November 19th Council Business Meeting.
 
  1. Fourth Quarter 2019 & First Quarter 2020 Financials
 
Budget Committee Members’ David Runkle, Jim Bachman and Paula Hyatt were in attendance.
 
City Administrator Kelly Madding, Administrative Service Manager Bryn Morrison and Deputy Finance Director Cindy Hanks went over a PowerPoint Presentation (see attached). 
 
Items discussed were:
  • Ending Fund Balances BN 17/19.
    • The Eighth Quarter Financial Report will be brought to Council once the audit is complete.
    • Capital Improvement Fund.
    • Insurance Fund.
    • General Fund.
    • Street Fund.
    • Water Fund.
    • Wastewater Fund.
    • Equipment Fund.
    • Parks General Fund.
  • First Quarter Financial Report BN 19/20.
    • General Fund.
    • Street Fund.
    • Capital Improvement Fund.
    • Wastewater Fund.
    • Insurance Fund.
    • Health Benefits Reserve Fund.
    • Food and Beverage and Transient Occupancy Taxes.
    • Electric Sales and Electric Users Tax.
    • Ambulance Revenue.
    • Building Revenue.
  • Adopted Budget Updates in the General Fund.
 
Council discussed having Ending Fund Balance targets for each fund.  Madding explained that this will come back to Council in 3 months.
 
The Study Session was adjourned at 7:05 PM.
