ASHLAND TRANSPORTATION COMMISSION
MINUTES
December 20, 2018 

 

CALL TO ORDER:
Newberry called the meeting to order at 6:00 p.m.
Commissioners Present: Corinne Vièville, Bruce Borgerson, Sue Newberry, Joe Graf, Derrick Claypool-Barnes
Commissioners Absent: Kat Smith
Council Liaison Absent: Michael Morris
Staff Present: Scott Fleury, Taina Glick

ANNOUNCEMENTS
Fleury recommended Downtown Plaza Sidewalk Reconfiguration discussion be moved to the January agenda. Commissioners had no objections.

PUBLIC FORUM
James Stephens 640 Oak St
Provided a handout and spoke about the benefits of electric busses.

CONSENT AGENDA
Approval of Minutes: November 15, 2018
Minutes approved as amended.

NEW BUSINESS
Transit Feasibility Presentation
Jamey Dempster from Nelson Nygaard presented Technical Memo #2. See attached. Paige West from Rogue Valley Transportation District (RVTD) was available to answer RVTD specific questions. Commissioners posed questions throughout presentation.

Executive Summary will be available by second week of January 2019.

Discretionary funding applications are due February 1, but must go through RVACT which meets January 8, 2019.

Graf moved for the Transportation Commission to recommend the City Council provide a letter of support for the RVTD Demand Response Micro-transit demonstration project. Borgerson seconded. All ayes. Motion passed.

Graf moved to strongly recommend to RVTD implementation of this project using of plug-in hybrid vehicles. Borgerson seconded. All ayes. Motion passed. 

Graf moved TC recommend City Council accept the Transit Feasibility Study report for planning and prioritizing future transit projects. Borgerson seconded. All ayes. Motion passed.

OLD BUSINESS
Draft Americans with Disabilities (ADA) Right of Way Transition Plan
Commissioners agreed to move this topic to a future agenda.

COMMISSION OPEN DISCUSSION
Claypool-Barnes discussed a newspaper article about an AHS student who had been struck in a crosswalk. He felt it would be prudent for the TC to reach out to her and evaluate the area for safety. Commissioners discussed appropriate communication with the student and how to address the area.
