CITY COUNCIL STUDY SESSION

MINUTES
Monday, November 19, 2018
Council Chambers, 1175 E. Main Street

 
Mayor Stromoberg called the Study Session to order at 5:30 p.m.
 
  1. Public Input (15 minutes, maximum)
None.
  1. Stewardship and Conservation Award from Oregon Water Resources Department
 
Mayor Stromberg read a statement into the record (see attached).
 
Oregon Water Resources Commissioner Mike Faught and Southwest Region Manager for the Oregon Water Resources Department presented Council with the 2018 Stewardship and Water Conservation Program Award under the category of  “Best Conservation Program for Large Municipalities”.
 
Mr. Johnstone went over the criteria that is looked at to receive this award. 
 
Conservation Analyst Julie Smitherman thanked Council, Staff and the Community for their support.
 
  1. Evacuation Presentation
 
City Administrator, Kelly Madding gave a Staff report. 
 
Planning Director Paula Brown, Fire Chief D’Orazi, and Police Chief O’Meara were present to give Council a Staff report.  
 
Ms. Brown went over the evacuation maps (see attached).
 
Council discussed:
  • Evacuation routes.
  • Citizen notification.
  • Nixle Community Alert System.
  • Emergency Management Exercises.
 
  1. Overnighting in Cars in Church Parking Lots
 
Ms. Madding gave a Staff report. 
 
Social Justice and Action Committee Member Linda Crouch from spoke regarding overnight parking.  She gave an overview of the process and spoke that the Rogue Valley Unitarian Universalist Fellowship follows the Eugene Model.
 
She spoke in encouragement for other faith based communities to have 3 spaces as well. 
 
Council discussed:
  • Storage options.
  • Cost to the Fellowship.
  • Disturbances.
  • Space size.
  • Reservations.
  • Allowing pets.
 
Ms. Madding went over a PowerPoint (see attached). 
 
Council discussed:
  • Administrative Permit.
  • Conditional Use Permit.
  • Working with other Communities.
  • Staff time and cost.
 
Council directed Staff to look into location options other than faith based; and to proceed looking into this topic for a future Council Meeting.
 
The Study Session was adjourned at 7:00 PM
