Interview with artist Dana Lynn Louis
The PAC spoke with Dana Lynn Louis and asked her to respond to the Artist Interview Questions.  Each commissioner took their own notes on her responses.  In addition to her responses, she requests, if she is selected, the adjacent property owners be included in very early in the process.
 
Interview with artist Clark Wiegman
The PAC spoke with Clark Wiegman and asked him to respond to the Artist Interview Questions.  Each commissioner took their own notes on her responses.  In addition to his responses, he noted that $3,000 was not enough money for an artist to create two concepts.
 
Minutes of the November 7 special meeting were approved.
 
Review or proposed changes to AMC provided by Dave Kanner
The PAC reviewed the document provided by Dave Kanner following the PAC November 7 special meeting discussion.
 
Dale Shostrom, chair of the Historic Commission participated in the discussion.
 
Changes:
  1. Be consistent throughout the document and use ‘structures’ do not interchange with the word ‘properties’.
2)The Public Art Commission shall provide proposed public art concepts on structures listed on the National Register of Historic Places or on contributing structures within a Historic District on the National Register of Historic Places to the Historic Commission. Delete sentence related to 45 days delivery as this sentence already appears in Section G (formerly Section F) and move the sentence “Historic Commission recommendations shall be advisory only” to Section G (formerly Section F).
  1. C1 (formerly B1) to read: Murals shall not be located on a building façade with a public entrance.
  2. D1 (formerly C1): it was suggested that the word ‘overwhelm’ should be ‘overwhelming’.  Staff noted that change would also need to be made to 2.29.130.B.6
  3. D2 (formerly C2): delete second reference to “windows, doors” eliminates redundancy.
 
Seltzer will incorporate the changes and provide a clean copy to the PAC for its review on November 14 and a clean copy to Dale Shostrom for review by the Historic Commission at its meeting on December 7.  Seltzer will provide Shostrom with the PAC comments from the November 18 meeting and Shostrom will provide the PAC with comments from the December 7 meeting. If it is determined that a joint meeting is needed, a date will be identified in January.
 
Seltzer provided the PAC with a map of the downtown historic district noting the structures that are listed and contributing.
