MINUTES FOR THE ANNUAL GENERAL MEETING
ASHLAND CITY COUNCIL/ASHLAND HOSPITAL BOARD
July 3, 2001 - 6:45 p.m.
Civic Center Council Chambers, 1175 E. Main Street

PLEDGE OF ALLEGIANCE
Mayor DeBoer called the meeting to order at 6:50 p.m. in the City Council Chambers.

Councilors Laws, Reid, Hartzell, Hanson, and Morrison were present.

STATUS OF ASHLAND COMMUNITY HEALTHCARE SERVICES BOARD REPORT
Ashland Community Hospital Director Jim Watson introduced Board Member Mary Jane Tilson, who gave a brief update of hospital activities, including completed and planned expansions. She noted a recent employee survey that received many positive suggestions. Ten new physicians have been recruited including: five family practice doctors, three pediatric specialists, one neurosurgeon, and one occupational health specialist. The new fiscal year brings new officers: Chair Mavis Cloutier, Chair-elect Paul Nicholson, Secretary Dan Jackson, and Treasurer Mary Jane Tilson.
Mike McGraw gave brief update on the financial situation of the hospital. The year ended in a no-debt situation.
Watson spoke regarding operations. Efforts to solve space problems have been presented to the Foundation Strategic Planning Committee. In the past ten years, the hospital has grown from a $7 million to a $50 million a year service provider, has increased from 180 to 340 employees, and the number of physicians have grown from 40 to 60. Emergency visits have increased from 4,000 to 10,000 per year. This growth has put pressure on the physical plant. The Board plans to seek permission to expand the plant toward Maple Street. The hospital needs to provide MRI services, more surgical facilities, and additional beds. Continuing challenges include parking and transportation. Affordable housing also fits into the equation, as more than two-third of employees do not live in Ashland.
Watson explained that the loss of the Medford Clinic resulted in a dramatic increase in services provided by the hospital. Although an impact was expected when the same-day outpatient surgery center was opened in Medford, it has proven to have no significant bearing on the number of hospital visits.

Watson clarified that expansion is expected to begin in the fall. The Board has been active in purchasing land around the hospital as it becomes available, but more space will be needed in the next few years.
