Citizens’ Library Advisory Ad Hoc Committee

4:00 pm – 6:00 pm

Attendance:

Vavra, Churchman, Batistella, Blossom (library staff liaison), Seltzer (city staff liaison)

Absent:

Keil, Mayor Morrison

Guests:  None

I.Call to Order

The meeting was called to order at 4:05 pm.

II. Vavra called for a moment of silence in respect of the date.

Due to lack of a quorum, no action was taken and the members discussed an outline for the final report.

III. Citizen Issues:

None

Batistella arrived at 5:00.  Minutes of the July 17 meeting were approved with corrections.  M/S Churchman/Batistella.

IV. Members discussed the purpose of the final report: a report to the Council or a report for a broader audience.  Members agreed their report might be beneficial to communities in other parts of the county facing similar library challenges but agreed their primary audience was the Ashland City Council.  It was decided to write the report as comprehensively as possible and later decide how to edit or expand to appeal to a broader audience.

Members discussed and agreed upon a draft outline for the final report and assigned members to write various chapters.

            Areas of Study

                        Review of library services (Churchman)

                        Review of library services staff perspective (Blossom)

                        Review of taxation and funding options (Keil)

                        Review of library governance models (Keil and Churchman)

            Actions/Recommendations (Vavra)

            Public outreach/citizen input (Batistella)

            Final editing (Gibb)

Members committed to completing a first draft of their assigned work, sending it to Vavra and Burkholder for review by Thursday September 25.  Vavra and Burkholder will merge the various documents for member review at the next meeting on October 9.
