Separate sealed Bids for City of Ashland Park Estates and Terrace Pump Stations project will be received until 2:00 p.m. Local Pacific Time on Thursday, February 8, 2018, by the City of Ashland (Owner) at the following location:

Bid proposal documents shall be provided in a sealed envelope or container prominently marked on the outside “Bid Documents Enclosed.” The bids will be publicly opened and read in the Siskiyou Conference Room (City Engineering Office), shortly after 2:00 p.m. Local Pacific Time. The Bidder shall guarantee Bid Pricing for a period of 60 calendar days from the date of proposal opening.

 

The Bidder shall be aware that this project will be funded in whole or in part through the Safe Drinking Water Revolving Loan Fund, and the Bidder shall comply with the insert bound with the specifications, including American Iron and Steel requirements, and submit the required forms with the bid.

 

This project is public work and is subject to both Davis-Bacon Wage Determinations and Oregon prevailing wage rates in accordance with ORS 279C.800 to 279C.870. In accordance with Executive Order 11246 (Equal Employment), as amended, the Contractor shall not discriminate on the basis of race, color, religion, sex, sexual orientation, gender identity, or national origin in the performance of this contract.

 

A mandatory pre-bid conference shall be held in the Siskiyou Conference Room (City Engineering Office) at 1:00 p.m.  on Wednesday, January 17, 2017, and a site walk-through will follow. Representatives of Keller Associates and the City will be present to discuss the project.

Each Bidder shall pre-qualify as provided by ORS Chapter 279C.430 and in accordance with the Standard Specifications for Public Works Construction, Oregon Chapter of APWA, for all classes of construction. Pre-qualification applications must be received by the City of Ashland prior to the opening of the bids.

 

All Bidders shall submit qualifications of the Bidder to demonstrate that the Bidder is a Responsible Bidder as defined in ORS 279C.375 for the performance of the work outlined in the Bid Documents. The information shall be submitted with the Bid and contain items listed in Section C-200 Instructions to Bidders.

 

The Owner reserves the right to reject any or all Bid Proposals, to waive any formality in the Bidding Contract Documents, and to make selection to the lowest responsive, responsible, and qualified Bidder as it may best serve the interest of the Owner.

Ashland Gun Club Wetland Remediation & Mitigation Project
 
Notice is hereby given that Sealed Bids for furnishing all materials, equipment, labor, and services for the Ashland Gun Club Wetland Remediation & Mitigation Project will be physically received by Kaylea Kathol, Engineering Project Manager, in the Siskiyou Conference Room, Ashland Community Development, 51 Winburn Way, Ashland, Oregon, (mailing address: 20 E. Main Street, Ashland OR 97520), until but not after 2:00 PM (Local Time) on March 1, 2018, at which time bids will be publicly opened and read. Bids physically received after this time will not be considered.  All bids received prior to the due date and time and in proper form will be publicly opened and read in the Siskiyou Conference Room at the time set forth above as the deadline for receipt of bids, and thereafter bid documents, shall be made available for public inspection.  If the total amount of the contract exceeds $100,000, the award of the contract must be approved by the Local Contract Review Board (City Council).  A contract for work will be awarded or bids may be rejected, separately or entirely, within thirty (30) days after opening.
 
The General Character of the work for this Project includes supplying all labor, equipment, and materials necessary to perform wetland remediation activities within an area referred to hereafter as the Remedial Action Area, and adjacent wetland restoration site work in an area referred to hereafter as the Wetland Mitigation Area.  Work will include without limitation the following approximate quantities for major work items:
 
·         Drain and Fill Existing Wetlands
o   Install 560 linear feet of subsurface drainage in existing wetlands, referred to herein as the Remedial Action Area
o   Construct an earthen outfall to evenly disperse drainage into adjacent, undisturbed wetlands
o   Deposit 4525 cubic yards of clean fill, free of any contaminants, including petroleum hydrocarbons and heavy metals, in Remedial Action Area and grade according to plans
o   Permanently seed Remedial Action Area
 
·         Construct and Establish Mitigation Wetlands
o   Clear and grub 4850 square yards of soil from Wetland Mitigation Area
o   Excavate 1640 cubic yards of material from Wetland Mitigation Area
o   Perform excavation and grading in Wetland Mitigation Area to achieve lines, grades, and elevations provided in project plans
o   Install 165 cubic yards of rip rap/slope protection
o   Import and apply 405 cubic yards of compost-amended top soil to the Wetland Mitigation Area
o   As needed, temporary seeding and stabilization of the Wetland Mitigation Area until wetland planting commences
o   Vegetate the Wetland Mitigation Area with native wetland vegetation as provided in project plans
o   Implement 2 years of establishment period vegetation and weed maintenance
 
In addition, the contractor shall apply for and obtain a grading permit from Jackson County prior to commencing the aforementioned work.

Copies of the plans and specifications may be obtained at the City Engineering Office, 51 Winburn Way, Ashland Oregon, and  on the City website at; www.ashland.or.us.  No bid shall be considered unless the bidder is registered with the Construction Contractor’s Board.

All projects in excess of $50,000.00 require the Contractor to pay prevailing wage rates.  This contract requires the bidder to comply with Oregon’s Prevailing Wage Rates.
 
Bidders are encouraged to attend a non-mandatory pre-bid conference on February 15, 2018, at 10:00 AM in the clubhouse at the Ashland Gun Club, 555 Emigrant Creek Road, Ashland, Oregon.

                               CITY OF ASHLAND PUBLIC WORKS – QUALIFICATIONS BASED SELECTION
                                         PROFESSIONAL ARCHITECTURAL AND ENGINEERING SERVICES
 
The City of Ashland (City) is seeking a professional engineering/architectural consultant team to provide conceptual alternatives, then preliminary and final plans, specifications and estimates (PS&E) along with construction management services for Project 2018-12 CITY HALL CONCEPTS, DESIGN AND CONSTRUCTION SERVICES. This project will evaluate and develop conceptual design options, then develop final design and construction of Ashland’s preferred City Hall location.  This project is currently funded for the conceptual and preliminary design phases.  Final design and construction of the selected alternative will likely require a vote of the community for approval of a bond measure and will be included in the City’s 2019-2021 biennium budget.
 
The project will include but is not specifically limited to the following tasks and phases:
 
PHASE 1:  CONCEPTUAL DESIGN AND ALTERNATIVE SELECTION
 
PHASE 2:  PRELIMINARY ENGINEERING
 
PHASE 3A:  FINAL ENGINEERING AND BIDDING SERVICES
 
PHASE 3B:  EASEMENTS AND PERMITTING 

PHASE 4:  CONSTRUCTION MANAGEMENT SERVICES

 
Proposals must be physically received by 2:00 PM, (main lobby clock), March 2, 2018 in the City of Ashland Engineering Office located at 51 Winburn Way, Ashland OR 97520 or by mail at 20 E. Consultant selection is anticipated to result in the issuance of a contract for engineering services in the form provided in this RFP.

Consultant selection will be based upon weighed criteria as set forth in the Solicitation Document and will include criteria such as (but not limited to): similar project experiences, general experience, staffing availability, schedule and response time.
 
The City of Ashland reserves the right to reject any and all proposals, to waive formalities or to accept any proposal which appears to serve the best interest of the City of Ashland.

SAFETY TRAINING
(Onsite for Public Works & Electric Utility Departments)

The City of Ashland intends to contract with a safety consultant to perform various OSHA required safety training classes for the Public Works and Electric Utility Department.  The consultant will be required to conduct a safety training class with each of the departments individually and two (2) onsite job observations per department each month. The job observations and/or crew audits are being required to provide an outside opinion of the City's safe work practices.

This Request for Proposal (RFP) is intended to provide interested proposers with sufficient information to prepare and submit a proposal for consideration by the City.
 
The City intends to enter into a contract with the highest ranked proposer for a term of two years with the option to renew the contract annually for up to three additional years for a maximum term of five years.
 
In accordance with OAR 137-047-0600(4)(d)(A), a multiple award may be made if award to two or more proposers of similar goods and services is necessary for adequate availability, delivery, service or product compatibility.
 
The REQUEST FOR PROPOSALS is available by clicking on REQUEST BID PACKET located below the public notice and logging in to the system.  You will need to log in to the system each time you would like to download the solicitation documents and any subsequently issued addenda.
 
In accordance with AMC Section 2.50.080, Competitive sealed proposals may be available online, but applicants will NOT be able to submit their proposals and/or responses online. Proposals must be delivered in hard copy form to the City in accordance with the requirements outlined in the RFP.  Individuals that obtain the solicitation materials electronically are responsible for regularly checking for instructions, addenda, and related materials.
