Approval of a Special Procurement - Police Uniforms

A request for approval of a Special Procurement was presented to and approved by the City Council, acting as the Local Contract Review Board, on March 7, 2017.
It is in the public’s best interest for sworn and unsworn Police Department personnel to maintain a uniform appearance and be dressed and equipped in a uniform consistent with the nature and requirements of their individual positions within the Police Department. The department has received permission to directly award contracts for authorized and pre-approved “brand specific” uniform pieces “complete by brand” to qualified vendors. Public contracts will be awarded based on availability, workmanship and competitive pricing.
Vendors who can provide the pre-approved brand specific uniform pieces complete by brand will continue to be considered and vendors who provide different brands of police uniforms will be considered in the future if and when any changes are made to the current authorized and pre-approved brand specific uniform specifications.
It has been determined based on written findings that the Special Procurement will be unlikely to encourage favoritism in the awarding of public contracts or to substantially diminish competition for public contracts, and result in substantial cost savings or substantially promote the public interest in a manner that could not be realized by complying with the requirements that are applicable in ORS 279B.055, 279B.060, 279B.065, or 279B.070.
An affected person may protest the request for approval of a Special Procurement in accordance with ORS 279B.400 and OAR 137-047-0300.  A written protest shall be delivered to the following address: City of Ashland, Tighe O’Meara, Police Chief, Police Department, 1155 E. Main Street, Ashland, Oregon 97520.  The seven (7) protest period will expire at 5:00pm on Thursday, March 23, 2017.
This public notice is being published on the City’s Internet World Wide Web site at least seven days prior to the award of a public contract resulting from this request for approval of a Special Procurement.

(Ambulance Service Area #3 – Advanced Level Care Non-Emergent Inter-Facility Transfers)
Proposals are due prior to 2:00 PM (PST), Wednesday, March 15, 2017
The City of Ashland is seeking proposals from qualified ambulance service providers to provide advanced level care non-emergent inter-facility transfers originating in Ambulance Service Area #3.
Transfers originate at Ashland Community Hospital and usually involve transporting a patient to a hospital located in the City of Medford or on occasion to a hospital located in the City of Grants Pass. On rare occasions, a patient will require a non-emergent transport to their home or to a care facility in Jackson or Josephine County.
Ashland Fire & Rescue is the current provider for Ambulance Service Area #3 in Jackson County, Oregon. Due to an ever increasing call volume the department is considering the option of contracting with another qualified ambulance service provider to provide advanced level care non-emergent inter-facility transfers originating in Ambulance Service Area #3. Ashland Fire & Rescue will continue to respond to all calls for emergency services as directed by the Jackson County Ambulance Service Area Plan, including emergent inter-facility transfers.
Ashland Fire & Rescue responded to 60 non-emergent inter-facility transfers in 2016. Ashland Fire & Rescue makes no promises or guarantees concerning the number of non-emergent inter-facility transfers that will be required during the term of the contract.
The City’s intent is to award a contract for exclusive market rights for non-emergent inter-facility transfers in Ambulance Service Area #3 to the successful proposer for a term of one year, with the option of extending the contract annually for up to two additional years for a maximum term of three (3) years.

In accordance with AMC Section 2.50.080, Competitive sealed bids and competitive sealed proposals may be available online, but applicants will NOT be able to submit their proposals and/or responses online. Bids and proposals must be delivered in hard copy form to the City in accordance with the requirements outlined in the RFP.  Individuals that obtain the solicitation materials electronically are responsible for regularly checking for instructions, addenda, and related materials.
Sealed Proposals must be received prior to 2:00 PM (PST), Wednesday, March 15, 2017, by Kari Olson, Purchasing Representative in the City of Ashland, Purchasing Office located at 90 N. Mountain Avenue, Ashland OR 97520. The proposals will be opened at 2:00PM (PST), Wednesday, March 15, 2017, and the City will record and make available the identities of the proposers. Proposals will not be available for inspection until after the evaluation process has been completed and the Notice of Intent to Award has been issued.
