Notice is hereby given that Sealed Bids for furnishing all materials, equipment, labor, and services for the Lithia Springs Wetland Remediation & Mitigation Project will be physically received by Kaylea Kathol, Engineering Project Manager, in the Siskiyou Conference Room, Ashland Community Development, 51 Winburn Way, Ashland, Oregon, (mailing address: 20 E. Main Street, Ashland OR 97520), until but not after 2:00 PM (Local Time) on March 1, 2018, at which time bids will be publicly opened and read. Bids physically received after this time will not be considered. All bids received prior to the due date and time and in proper form will be publicly opened and read in the Siskiyou Conference Room at the time set forth above as the deadline for receipt of bids, and thereafter bid documents, shall be made available for public inspection. If the total amount of the contract exceeds $100,000, the award of the contract must be approved by the Local Contract Review Board (City Council). A contract for work will be awarded or bids may be rejected, separately or entirely, within thirty (30) days after opening.
The General Character of the work for this Project includes supplying all labor, equipment, and materials necessary to perform wetland remediation activities within an area referred to hereafter as the Remedial Action Area, and adjacent wetland restoration site work in an area referred to hereafter as the Wetland Mitigation Area. Work will include without limitation the following approximate quantities for major work items:
∑ Drain and Fill Existing Wetlands o Install 560 linear feet of subsurface drainage in existing wetlands, referred to herein as the Remedial Action Area o Construct an earthen outfall to evenly disperse drainage into adjacent, undisturbed wetlands o Deposit 4525 cubic yards of clean fill, free of any contaminants, including petroleum hydrocarbons and heavy metals, in Remedial Action Area and grade according to plans o Permanently seed Remedial Action Area
∑ Construct and Establish Mitigation Wetlands o Clear and grub 4850 square yards of soil from Wetland Mitigation Area o Excavate 1640 cubic yards of material from Wetland Mitigation Area o Perform excavation and grading in Wetland Mitigation Area to achieve lines, grades, and elevations provided in project plans o Install 165 cubic yards of rip rap/slope protection o Import and apply 405 cubic yards of compost-amended top soil to the Wetland Mitigation Area o As needed, temporary seeding and stabilization of the Wetland Mitigation Area until wetland planting commences o Vegetate the Wetland Mitigation Area with native wetland vegetation as provided in project plans o Implement 2 years of establishment period vegetation and weed maintenance
In addition, the contractor shall apply for and obtain a grading permit from Jackson County prior to commencing the aforementioned work.
Proposal documents may be downloaded from the Oregon Procurement Information Network (ORPIN). Any addendum that may be issued, relating to this proposal will be available from ORPIN and potential proposers are cautioned to continuously monitor the site for updates and addendum.
Copies of the plans and specifications may be obtained at the City Engineering Office, 51 Winburn Way, Ashland Oregon, and on the OPIN website at http://orpin.oregon.gov. No bid shall be considered unless the bidder is registered with the Construction Contractorís Board.
Bidders shall pre-qualify as provided by ORS Chapter 279C.430 and in accordance with the Standard Specifications for Public Works Construction, Oregon Chapter of APWA, for all classes of construction. Pre-qualification applications must be received by the City of Ashland at least five days prior to the opening of the bids. Applications are available at http://www.ashland.or.us/Page.asp?NavID=11161. Bidders are highly encouraged to include experience (Section 15 of the application) relevant to this solicitation. Bidders unable to demonstrate suitable, relevant experience may be disqualified.
All projects in excess of $50,000.00 require the Contractor to pay prevailing wage rates. This contract requires the bidder to comply with Oregonís Prevailing Wage Rates.
