The Building Division requests that revised portions of the Ashland Municipal Code Chapter 15.04 be adopted. Revisions include Sections 15.04.010 Code Adoption, 15.04.060 Excavation and Grading, 15.04.080 Unsafe Buildings, and editorial changes to Sections 15.16 Plumbing Code and 15.20 Electrical Code.
The Ashland City Council voted to move the requested revisions to second reading in it's meeting of April 7, 2006. Background information is provided for those not in attendance at that meeting.
The City of Ashland has administered the Oregon Specialty codes through the statewide adoption process. In each code cycle (3 years), new codes are adopted by the state (effective in all jurisdictions) with additional portions of the parent codes available for adoption by local jurisdictions.
This year Oregon jurisdictions have adopted an entirely new structural specialty code based on the International Building Code. The option for local jurisdictions to adopt appendices (not adopted by the statewide process) to the code is available.
Ashland properties continue to develop with many challenging code concerns. Many developments proceed with private streets, private utilities, and other common area improvements not regulated under public works policy. The building division currently regulates many of these systems through the building codes including trenching for utilities, retaining walls and other structures. To complete this regulatory process in a uniform manner, the adoption of Appendix J-Grading- of the 2003 International Building Code is requested. Excavation permits generated by this process may include electrical, plumbing, and mechanical permits as needed (see exhibits A & B). In addition to these permits, grading and trenching will meet street standards imposed by the public works process as a seamless approval of public and privately owned access to the public way.
The building division also requests adoption of the International Existing Building Code 2003 Edition. Under the family of International Building Codes, no code development has occurred specific to dangerous buildings. This document provides prescriptive measures to deal with unsafe buildings and provides additional criteria for alteration of existing buildings utilizing their components which may not be allowed under the current state structural code. Adoption of this standard compliments the city's efforts to minimize demolition of existing buildings and provides wider design options to the applicant.
