Database Administrator

Division Supervisor

 

 

PURPOSE OF POSITION: 

Primary functions include all aspects of the installation, configuration, and administration of database software, design and programming users input screens using various database programming systems. Activities may include designing logical and physical database, reviewing database design changes and assessing impact of changes, calculating optimum database parameters, designing indexes, monitoring database performance, performance tuning, establishing and administering database security, and modeling data. Troubleshooting database problems and finding solutions to resolve the problems.

 

ESSENTIAL JOB FUNCTIONS: 

Data Administration designs and assists in defining the Cityís data architecture; designs and defines the Cityís data warehouse/repository; ensures relationship integrity, normalization and security of city data.  Data Support Develops publishes and maintains standards, policies and procedures on data integration issues of departmental systems; defines data integration, replication and physical requirements. Data Support assists departments in system acquisitions and ensures compliance with city standards; advises and counsels departmental support staff on the proper methods of administering data; manages data exchange between IS and departmental systems.

 

Manage the Cityís data. Develop data access, usage and architecture requirements. Advise and counsel departments on data integration.

 

Write, follow and/or update procedures relating to area of expertise. Track, document and report City performance relating to areas of expertise.

 

Assist and support team performance and work cooperatively with other team members. Communicate effectively in a positive manor; provide positive support to internal and external customers.

 

AUXILIARY JOB FUNCTIONS: 

Installation, configuration and administration of X-Base and SQL server and software. Performs day-to-day operations of the City databases. Assists in the planning and future development of the City database requirements. Assists in the design and implementation of the City database-warehousing project. Maintains and improves current database systems. Works with users to define, design and develop database applications and input screens. Programs using Microsoft Visual Basic. Troubleshoots database problems and find solutions to resolve the problems. Coordinates activities and works with City employees on database needs and elements. May serve as a member of various employee committees. May serve as a City representative to various interagency committees. Receives training; performs related duties and responsibilities as assigned.

 

JOB QUALIFICATION REQUIREMENTS:

MANDATORY REQUIREMENTS:  Knowledge of  relational database design, structure, operating principles and characteristics; SQL database design, structure, operating principles and characteristics; Microsoft SQL administration and security processes; basic database programming.  Bachelorís or Masterís degree in Computer Information Systems (CIS), or Management Information Systems (MIS) with at least three years strong experience with Microsoft SQL software, database programming language and database security; Any equivalent combination of education, training, and experience that would likely provide the knowledge, skills, and abilities required to perform the work will be considered. Broad knowledge of data systems, Novell, DOS and Windows and Linux operating environments. Technical documentation skills. Above average interpersonal communication skills.

 

SPECIAL REQUIREMENTS/LICENSES: Possession of valid Oregon Driverís License (or ability to obtain) and acceptable driving record.

 

DESIRABLE QUALIFICATIONS: Hands on implementation of an Oracle, Sybase or Informix data base system. Client/server system middleware. Data architecture in a three tier client/server environment. JAVA and ActiveX development.

 

SUPERVISORY RESPONSIBILITIES:  

Supervises line staff in the computer services department. May provide training and orientation to newly assigned personnel on department policies and practices.

 

SUPERVISION RECEIVED: 

Works under the direction of the Telecommunications Engineer.

 

 

Network Administrator

Division Supervisor

 

 

PURPOSE OF POSITION: 

Administer local and wide area networks and coordinate day to day user job requests. Provide technical and user support for hardware, commercial software products and related components. Maintain, repair and upgrade computer systems.

 

ESSENTIAL JOB FUNCTIONS: 

Serve as Computer System Network Administrator; monitor and optimize performance of City's local and wide area networks; set up users and administer user privileges and passwords. Assist computer system users in all aspects of system operation including network operation, cabling, computers, printers, software, etc. Responsible for day-to-day operations, including backups, system security, user account maintenance and access rights.

 

Assist in support and maintenance of Cityís Ashland Fiber Network. Including router maintenance, security and network topology decisions.

 

Ensure routine maintenance is done, such as file server updates/patches, virus scanning and software updates. Coordinate day-to-day end-user job requests. Supervise technicians. Monitor, troubleshoot, and optimize the networks. Install and maintain network services and peripherals. Administer hardware and software maintenance contracts. Assist with strategic planning of computer services/AFN division.

 

Analyze problems and needs by meeting with users. Design and implement solutions to meet these needs. Research and evaluate available hardware and software options and make recommendations regarding upgrades, acquisition and disposal.

 

Write, follow and/or update procedures relating to area of expertise. Track, document and report City performance relating to areas of expertise.

 

Assist and support team performance. Work cooperatively with other team members. Communicate effectively in a positive manor and provide positive support to internal and external customers.

 

JOB QUALIFICATION REQUIREMENTS:

MANDATORY REQUIREMENTS: Bachelorís degree with emphasis and/or significant course work in computer science plus one year experience in a network environment or any satisfactory combination of experience and training which demonstrates the knowledge, skills and abilities to perform the duties of the position. Knowledge of multi-user programs and data systems, Novell, Windows and Unix operating environments. Cisco Router configuration experience.

 

SPECIAL REQUIREMENTS/LICENSES: Possession of valid Oregon Driverís License (or ability to obtain) and acceptable driving record.

 

DESIRABLE QUALIFICATIONS: Certified Novell Administrator or Certified Novell Engineer. Linux systems administrator experience. Microsoft System administrator experience.

 

SUPERVISORY RESPONSIBILITIES:  

Supervision of staff as it relates to assignment of tasks is a function of this position. May provide training and orientation to newly assigned personnel on department polices and practices.

User Support Administrator

Division Supervisor

 

 

PURPOSE OF POSITION: 

Administer support of local area network and coordinate day-to-day end-user job requests. Provide technical and user support for hardware, commercial software products and related components.  Maintain, repair and upgrade workstation computer systems.

 

ESSENTIAL JOB FUNCTIONS: 

Serve as User Support Administrator; monitor and optimize performance of City's local area network (LAN); set up users and administer user privileges and passwords. Assist computer system users in all aspects of system operation including network operation, cabling, computers, printers, software, etc. Responsible for day-to-day operations, including backups, system security, user account maintenance and access rights.

Mid-Level Supervisor

 

 

PURPOSE OF POSITION: 

Administer city PBX, and associated local area network. Coordinate day-to-day Telephone issues. Provide technical and user support for hardware, commercial software products and related components. Maintain, repair and upgrade Telephone system. Provide hardware and software support to system users and install, troubleshoot and repair computer hardware, software and network components.

 

ESSENTIAL JOB FUNCTIONS: 

Serve as Telephone System Network Administrator; monitor and optimize performance of City's telephone switch (PBX); set up users and administer user privileges and passwords. Assist telephone system users in all aspects of system operation including network operation, cabling, software, etc. Responsible for day-to-day operations, including backups, system security, user account maintenance and access rights.

 

Ensure routine maintenance is done, such as switch/server updates/patches. Coordinate day-to-day end-user job requests. Supervise technicians. Monitor, troubleshoot, and optimize the PBX. Install and maintain telephone services and peripherals. Administer hardware and software maintenance contracts. Assist with strategic planning of computer services division.

PURPOSE OF POSITION: 

Provide hardware and software support to system users and install, troubleshoot and repair computer hardware, software and network components.

 

ESSENTIAL JOB FUNCTIONS: 

Receive, prioritize, investigate and respond to user questions and problems regarding hardware/software and network use. Analyze problems and provide solutions.

 

Provide end-user support for hardware and software installations. Install and set-up new computer systems, related hardware components and software. Arrange for return of defective parts to supplier.

 

Research and evaluate available hardware and software options and make recommendations regarding upgrades, acquisition and disposal. Ensure a standard workstation environment by developing and following standard software loading procedures.

DESIRABLE QUALIFICATIONS: Certified Novell Administrator, Certified Novell Engineer, MCSE, ACE.  Previous experience in a computer lab or computer help desk. Experience with network environments.

 

SUPERVISORY RESPONSIBILITIES:  

Supervision is not a typical function assigned to this position. May provide training and orientation to newly assigned personnel on department policies and practices.

Computer Technician

Temporary Ė Part/Time

 

 

 PURPOSE OF POSITION: 

Coordinate day-to-day technical and user support for hardware, commercial software products and related components. Maintain, repair, and upgrade hardware and software for Police system users and install, troubleshoot and repair computer hardware, software and network components.

 

ESSENTIAL JOB FUNCTIONS: 

Ensure routine maintenance on Police computer equipment.  Coordinate day-to-day job requests. 

 

Analyze problems and needs of the Police Department by meeting with the Management Team. Design and implement solutions to meet these needs. Research and evaluate available hardware and software options and make recommendations regarding upgrades, acquisition and disposal.

 

Follow all safety rules and procedures established for work areas.

 

JOB QUALIFICATION REQUIREMENTS:

Mandatory Requirements: Bachelorís degree with emphasis and/or significant course work in telecommunications, computer science or related field plus one year experience or any satisfactory combination of experience and training which demonstrates the knowledge, skills and abilities to perform the duties of the position. Knowledge of multi-user programs and data systems, DOS and Windows operating environments. Broad knowledge of data systems, and Windows operating environments.  Knowledge of training methods related to computer systems.

 

PHYSICAL DEMANDS OF POSITION: 

While performing the duties of this position, the employee is frequently required to read, stand, sit, communicate, reach and manipulate objects, tools or controls. The position requires mobility and may require crawling in and working in small, confined spaces. Duties involve moving materials weighing up to 25 pounds on a regular basis such as files, books, computer and office equipment, etc., and may weigh up to 40 pounds. Manual dexterity and coordination are required 50% of the work period while operating equipment such as computer keyboard, repair tools and other office equipment.

 

WORKING CONDITIONS: 

Usual office working conditions. The noise level in the work environment is typical of most office environments.
