Information Technology Director

Executive Management

 

D R A F T

PURPOSE OF POSITION: 

Plan, direct and oversee the daily operations of the City’s computer services divisions and the City’s broadband communications services, the Ashland Fiber Network (AFN). Duties include: marketing activities, contract negotiations, future capital projects, administering department revenue and expense budgets and directing the overall engineering and operations of the departments, with accountability for results in terms of costs, personnel development and reliable customer service. Supervise department personnel, directly or through subordinate supervisors, in the performance of their duties. Communicate with the public and other City departments on matters of concern pertaining to the department. Define goals and create clear strategies to achieve goals. Influence product development strategy. Maintain relationships with local business community, non-profit organizations, educational institutions and Chamber of Commerce.

 

ESSENTIAL JOB FUNCTIONS: 

Develop and implement departmental goals and objectives. Demonstrate ability to achieve stretch goals in an innovative and fast paced environment, as well as inspire others to do the same. Investigate telecommunication equipment and material failures to determine the cause and to determine the need to revise methods of operations. Represent the department on various joint agencies and committees. Prepare required reports and filings to comply with applicable state and federal regulations.

 

Plan and develop programs, policies and procedures, and computer equipment and software purchases related to areas of responsibility based on analysis of City needs, workload, staffing levels, and economic, regulatory and legislative influences to provide appropriate and efficient telecommunication services for the City. Direct the various marketing functions related to the City’s broadband communications services. Coordinate special market research studies and provide marketing training for affected employees.

 

Prepare initial department budget requests and necessary justifications for presentation to Budget Committee.  Manage and monitor approved department budget. Review and approve expenditures, progress and make modifications as necessary. Develop appropriate rate models.

 

Manage and evaluate work of subordinates, including supervisory personnel. Hear grievances and administer collective bargaining agreements. Interview and effectively recommend hiring, disciplinary and termination actions. Ensure provision of adequate training within department.

 

Review engineering and layouts of proposed subdivisions, land partitions and commercial plats/applications to ensure availability and proper delivery of telecommunication services.

 

Prepare specifications for equipment and material purchases. Monitor inventory to ensure adequate level of needed materials. Prepare cost estimates and ensure proper billing for services rendered. Communicate with other departments on issues that may affect their operations. Follow all safety rules and procedures established for work areas.

 

Share knowledge with team members via hands on management in reviewing design documents, acting as a consultant on projects and by providing clear goals and expectations so that individuals can make day to day decisions that are in line with overall company objectives.

 

AUXILIARY JOB FUNCTIONS: 

Maintain proficiency by attending training conferences and meetings, reading materials, and networking with public and private sector peers in areas of responsibility.

 

JOB QUALIFICATION REQUIREMENTS:

MANDATORY REQUIREMENTS: College degree. A demonstrated proficiency in administering a broadband communications enterprise; marketing experience in a competitive business environment, preferably in the telecom industry and technology sector; experience in developing business strategies; must be able to assess the current market position, recommend and implement changes, adapt to competitive market influences, and provide leadership that engages key community stakeholders. Must have diverse administrative skills with a proven track record in employee performance and financial and marketing management. Must possess a broad understanding of how to operate a successful telecommunications infrastructure. Must be able to read, prepare, and interpret industry financial and statistical reports, and make persuasive presentations to a variety of audiences. Must possess a thorough understanding of the principles and practices of business management, including budgeting, forecasting, public relations, and general management. Experience must include at least 10 years of confirmable success as a high-level executive manager in the cable television or telecommunications industry.

 

SPECIAL REQUIREMENTS/LICENSES:  Possession of valid Oregon Driver’s License (or ability to obtain) with acceptable driving record.

 

DESIRABLE QUALIFICATIONS:  Multi year work experience in a municipal environment is highly desirable. 

 

PHYSICAL DEMANDS OF POSITION: 

While performing the duties of this position, the employee is frequently required to read, stand, sit, communicate, reach and manipulate objects, tools or controls. The position requires mobility. Duties involve moving materials weighing up to 10 pounds on a regular basis such as files, books, office equipment, etc., and may weigh up to 40 pounds while receiving materials and supplies for inventory purposes. Manual dexterity and coordination are required over 50% of the work period while operating equipment such as computer keyboard and motorized vehicle.

 

WORKING CONDITIONS: 

Usual office working conditions. The noise level in the work environment is typical of most office environments.  Incumbent may spend up to 20% of the work period in outdoor environments while observing and inspecting work of department personnel.

 

SUPERVISORY RESPONSIBILITIES:   

Responsible for over 20 FTE, through subordinate supervisory personnel.

 

SUPERVISION RECEIVED: 

Works under the direction of the City Administrator.

 

 

Telecommunications Engineer

Division Supervisor

 

PURPOSE OF POSITION: 

Oversee design, installation, administration and maintenance of multi-tier Digital Data and Cable Television communication network. Provide technical training and support for the department’s telecommunications staff. 

 

ESSENTIAL JOB FUNCTIONS: 

Research and evaluate available hardware and software options and make recommendations regarding upgrades, acquisition and disposal. Serve as member of departmental management team. Attend weekly management meetings to review and discuss issues and policies.

 

Effectively supervise technical and operational staff in support of departmental goals.

 

Participate in the development and implementation of departmental goals and objectives. Plan and develop programs, policies and procedures related to areas of responsibility based on analysis of City growth, workload, staffing levels, and related economic, regulatory and legislative influences to provide appropriate and effective services to the community.

 

Ensure provision of adequate training within department. Serve as a project manager for the design and development of the telecommunications system. Ensure proper receipt, review and processing of requests for information. Conduct or oversee the conduct of long and short-term planning studies and analyses, and preparation of related reports. Perform detailed system analysis by administrating and monitoring high-speed data traffic within fiber network.

 

Write, follow and/or update procedures relating to area of expertise. Track, document and report City performance relating to areas of expertise. Assist and support team performance and work cooperatively with other team members. Communicate effectively in a positive manor; provide positive support to internal and external customers.

 

Other duties as assigned. Follow all safety rules and procedures established for work areas.

 

AUXILIARY JOB FUNCTIONS: 

Maintain work areas in clean and orderly manner. Work effectively with other employees and the general public. Maintain proficiency by keeping abreast of new technologies.

 

May be required to attend Council and various other meetings, providing input or other information and receiving direction or other information. Prepare and present reports, and recommend resolutions to the Information Technology Director. Respond to inquiries and resolve complaints regarding department activities in person, over the telephone and through written correspondence.

 

JOB QUALIFICATION REQUIREMENTS:

MANDATORY REQUIREMENTS: Completion of high school education or equivalent; two years education in the Data and Telecommunications fields, plus three years supervisory experience in the Data and Telecommunications field.

 

Must have experience with computer data protocols (TCP/IP - IPX), routing protocols (RIP, RIP/SAP, OSPF, NLSP, BGP, QOS), networking transports (Ethernet, Fast Ethernet, FDDI, etc.) and infrastructure hardware (Routers, Switches, Bridges, etc.). Understanding of RF data management systems and overall data system management. Management experience necessary, as well as knowledge of vendor relations and contract negotiation. Data security expertise preferred with understandings of PPTP, VLan's, VPN's, PGP, SSL, etc.

 

This position requires the ability to research requirements for the development of a multi-tier data system; provide project management oversight; work with a high degree of accuracy and attention to detail to meet project deadlines; effectively communicate both orally and in writing; develop effective working relationships with employees, other agencies and the general public; and solve problems.

 

Requirements are representative of minimum levels of knowledge, skills and abilities. To successfully perform this job, the employee will possess the abilities or aptitudes to perform each duty proficiently.

While performing the duties of this position, the employee is frequently required to read, sit, communicate, reach and manipulate objects, tools or controls. The position requires mobility. Duties involve moving materials weighing up to 25 pounds on a regular basis such as supplies and materials and may weigh up to 50 pounds. Manual dexterity and coordination are required over 80% of the work period while operating equipment such as motorized vehicles, meter test equipment, hand tools, computers and small power tools. 

 

WORKING CONDITIONS: 

Duties take place in both interior and exterior work settings with exposure to all types of weather conditions. Additional exposures include electrical hazards.

 

SUPERVISORY RESPONSIBILITIES:  

Supervision of the Computer Services personnel and the AFN field personnel is a function assigned to this position. May provide training and orientation to newly assigned personnel on department policies and practices.

Operations Manager

Division Supervisor

 

PURPOSE OF POSITION: 

Effectively supervise technical and operational staff in support of departmental goals as outlined by Information Technology Director.

 

ESSENTIAL JOB FUNCTIONS: 

Responsible for the daily operational functions oversight of the Ashland Fiber Network’s broadband business operated by the City of Ashland.

 

Supervisory job functions include manager of the front-line operations staff including Customer Service Specialist and Telecom Technical personnel.  Manage areas of team responsibilities including cable TV, Internet, and Direct Fiber customer connections, disconnections, trapping, trouble calls, maintenance, corrections of PUC violations, HFC plant build out, and service locating.

 

Administrative job functions include the compiling of up to date information and submittal of mandatory filings to the Public Utility Commission, Federal Communications Commission and the maintaining of pertinent records.

 

Marketing job functions include assisting the Information Technology Director in developing and executing growth strategies that maximize profitability, superior competitive positioning, and cultivate community presence. Contribute input and assist in the implementation of marketing campaigns and public relations efforts with customers and public to enhance AFN brand name recognition. Provide assistance and support to AFN Retail Partners’ marketing efforts toward growing market share in digital phone line, Internet services, wireless, along with the coordinated launching of new products and services.

 

Responsible for all phases of Public Service Announcement (“PSA”) production, encoding and scheduling on cable insertion channels.

 

Responsible for the maintenance and updating of Ashland Fiber Network website.

 

Coordinator job functions include the implementation of policies and procedures necessary to develop and maintain strong and healthy working relationships between AFN, its retail partners, customers, and various vendors. Manage these strategic alliances and partnerships on a daily operational basis.

 

Coordinate engineering and technical efforts to launch new product development and technology applications in conjunction with private sector retail partners and other city departments or contractors to insure the timely completion of new facilities and/or maintenance and repair of existing infrastructure.

 

Provide accurate tracking of Internet, Fiber, Digital Phone Line, Wireless, and cable TV customers to the Information Technology Director.

 

Write, follow and/or update procedures relating to area of expertise. Track, document and report City performance relating to area of expertise.

 

Assist and support team performance and work cooperatively with other team members. Communicate effectively in a positive manor; provide positive support to internal and external customers.

 

Other duties as assigned.

JOB QUALIFICATION REQUIREMENTS:

MANDATORY REQUIREMENTS: College degree in Communications, Marketing or other related field plus at least four years experience in the cable or telecommunications industries working with vendor representatives, customer service, marketing and the public; or any satisfactory combination of experience and training which demonstrates the knowledge, skills and abilities to perform the above duties. Computer background with good written and communications skills required. Experience in training, public relations and demonstrated supervisory skills a plus.

PURPOSE OF POSITION: 

Perform a variety of administrative support tasks, accounting procedures and customer service interface with Ashland Fiber Network Internet, AFNAnywhere wireless Internet and digital phone customers plus retail partner Ashland TV. Answer questions by phone from customers, contractors and retail vendors wanting information about Ashland Fiber Network services, installation requirements (coaxial cable Internet, wireless Internet, data and digital phone service). Assist in resolving problems. Route problems to be corrected in the field for wholesale and retail products to appropriate AFN or IT staff if not able to resolve firsthand.

 

ESSENTIAL JOB FUNCTIONS: 

Respond to questions, primarily over the phone, from customers concerning AFN wholesale or retail services, associated rates, hardware and installation requirements. Research service-related problems and recommend appropriate corrective action for immediate customer resolution or route to appropriate AFN/IT staff person for follow-up and timely resolution.

 

Constant interface with AFN installers and retail partner Ashland-TV to include periodic assistance with scheduling cable TV service, verifying serviceable addresses. Process completed work orders, disconnects, upgrades, downgrades and other related work. Route service calls and service checks to the field. Schedule Internet customers requiring coaxial cable connections or additional in-house wiring. Assist other AFN retailers, primarily Internet Service Providers, with scheduling Internet installs and verification of serviceable addresses. Send notifications to retailers informing them of field work resulting in temporary outages do to plant maintenance or plant upgrades. Relay information from Information Technology Department to front-line office employees and AFN installers concerning retail promotions, plant maintenance or customer-related issues.

 

Assist Operations Manager to include monthly reporting of field work, reporting of monthly retailer trends and other related work, such as promotions by retailers. Perform other duties as assigned.

 

Assist and support team performance and work cooperatively with other AFN/IT team members and retail staff (i.e. AshlandTV and Internet Service Providers). Communicate effectively in a positive manner while providing positive support to internal and external customers. 

 

Create and process bills for internal customers wanting billable AFN services.

 

Maintain monthly AFN scheduler to ensure scheduling for Internet and AshlandTV installs interfaces with required AFN meetings, staff appointments, vacations, plus other AFN-related work necessary for plant maintenance and daily operational efficiency.

 

AUXILIARY JOB FUNCTIONS: 

Perform other accounting and general office duties to assist others within the department as workloads dictate. Maintain proficiency by attending work-related meetings, training conferences and reading materials.  Maintain work area in a clean and orderly manner.

 

JOB QUALIFICATION REQUIREMENTS:

MANDATORY REQUIREMENTS: High school education plus two years specialized training in college-level Business and/or Marketing plus two years experience, or any satisfactory combination of experience and training which demonstrates the knowledge, skills and abilities to perform the duties of the position. Knowledge of basic accounting practices, office procedures and equipment. Knowledge of computer programs such as spreadsheets, word processing and financial accounting software. Ability to effectively communicate with others. Excellent telephone and customer service skills.

DESIRABLE QUALIFICATIONS: Prior experience in cable television industry with emphasis in customer service and sales functions. Bachelor’s degree with emphasis in accounting, business or related fields.  Previous utility billing experience.
