PURPOSE OF POSITION:
Under administrative direction, conducts administrative and systems studies, evaluates, writes reports and makes recommendations for changes in organization, operations, policy and procedures and reports on the merits of the recommendations. Assists in coordinating and implementing management improvements that address new or ongoing problems.
ESSENTIAL JOB FUNCTIONS:
Conducts a variety of administrative, systems studies and special projects as assigned by the City Administrator. Projects may involve extensive research and comparisons, administrative follow-up, liaison with community groups and other agencies, council task forces, and city staff. Evaluates, writes reports and makes recommendations for changes in organization, operations, policy and procedures and reports on the merits of the recommendations. Acts as a team leader on interdepartmental projects.
Manages and oversees community relations programs. Receives public inquiries and complaints tactfully and constructively, researches and assembles information for response. Provides information regarding policies and procedures to the public. Plans and coordinates development and communication of information that is designed to keep the community informed of the city’s services, programs, accomplishments and regulations.
Attends City Council, department head and various other meetings. Participates as a member of the management team by contributing to policy formulation and program development; provides input or other information and receives direction or other input. Prepares and presents reports and recommend resolutions and ordinances for action by Council.
Reviews laws, regulations and pending legislation for impact on city programs. Prepares implementation plans and/or official responses to proposed legislative changes; may develop and maintain related procedures for compliance with appropriate regulations and policies.
Assists in coordinating and implementing management improvements that address new or ongoing problems. Assists in the development and implementation of policies, programs and procedures; prepares City Council reports, requests for grant funding and other administrative reports. Provides information to Council members, coordinates responses to questions, and provides staff support to City Council subcommittees.
Oversees and/or participates in the development, implementation and maintenance of the public information, external and internal communication objectives, policies and procedures and ensures that the goals are achieved; ensures that notification to the media, reports and other information materials for publication are effective.
Works with RVTV to write, direct and produce City’s cable programming. Oversees and coordinates the City’s web page development and content and provides web training to other departments. Purchases advertising time and space as required. Negotiates and monitors cable television franchise agreements and amendments.
As assigned, represents the City in relations with the community, advisory committees, authorities, other local, county, state and federal agencies, other cities and professional organizations; serve on committees as assigned.
JOB QUALIFICATION REQUIREMENTS:
Mandatory Requirements: Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a communication and Marketing Manager. Bachelor’s Degree from an accredited college or university in journalism, public relations or administration; supplemented by three to five years of experience in the public information, marketing and communication field; preferably involving use and contact with a variety of media; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Desirable Qualifications: Knowledge of City policies, practices, objectives, and operations within the municipal structure; operations and standard operating procedures of a communications, marketing and Public Information Program; principles and practices of program development and administration; methods and techniques of supervision, training and motivation; applicable federal, state and local laws, codes and regulations; occupational hazards and standard safety practices procedures and techniques of maintaining effective public relations; techniques and practices employed in interviewing, researching and writing material publication; technological methodologies available in the communications field and the techniques and practices used in cable communications and photography.
Ability to develop and maintain high visibility and good public relations with the community, department heads, City Officials, employees and special interest groups; express ideas effectively, orally and in writing, and compose press releases; write and prepare articles for publication; understand and analyze an array of oral and written statements referring to municipal problems and present and discuss them with others; work independently; prepare activity reports, newsletters, brochures, articles, memoranda, etc., organize and direct the work of subordinate staff; select and supervise subordinate staff; analyze complex issues and implement appropriate responses; prepare clear and concise reports; apply applicable laws, codes and regulations; record and deliver information and explain procedures; communicate effectively and efficiently in standard English; work efficiently under stressful situations; establish and maintain effective working relationships.
Skill to operate and office computer and a variety of word processing software applications and desktop publishing
Exercises direct and functional supervision over technical and clerical staff.
Works under the general supervision of the City Administrator.
