Title: Siskiyou Boulevard and Ashland Street Bid Results

Synopsis: Council approved the final design of the Siskiyou Boulevard, Intersection and Ashland Street projects on April 16, 2002. Staff and the consultant finalized the design and put the project out to bid on July 8th. Bids were opened on July 30, 2002 with only one contractor response from LTM, Incorporated. LTM's bid was significantly higher than anticipated at $5,275,973. The engineers final estimate, received the day before the bids were opened, was $4,902,529. Staff's anticipated project funding from the April council item was $4,335,000. There is an initial funding shortfall of approximately $900,000. Staff has had an initial meeting with LTM to discuss areas that appeared to be in conflict with anticipated costs and to discuss areas in which we might be able to adjust and save money without jeopardizing the integrity of the project
Recommendation: Staff recommends Council direct staff to continue to negotiate with LTM and award the project to LTM if agreements can be reached and funding availability is understood. Staff also requests that Council direct staff to review additional funding options with ODOT.
Fiscal Impact: The original Siskiyou project (4th to Walker) was estimated to be $2.2 million. Three other pieces were since added to the overall project:
  • The Ashland Street project from Siskiyou to Faith originally estimated at $450,000 (ODOT access management funding would have provided the entire amount).
  • The Gresham / Third / Main / Lithia Intersection at an estimated cost of $750,000 (ODOT funding is $500,000)
  • Bus Shelters (with funding of $240,000 from RVTD / FTA)
