Statement:
Staff is requesting that the City Administrator be authorized to hire a consultant to work with the Police Department to resolve current issues. The contract amount is estimated to be between $25,000 and $35,000.

Background:
The City has recently adopted its Purchasing Policies and Procedures revised in accordance with the new State Regulations. The City follows those guidelines in requesting approval for personal services contracts over $25,000.

In accordance with Ashland Municipal Code section 2.52.040 (D) and due to time constraints, staff would like authorization by Council to proceed with procuring services estimated to be over $25,000 without using a formal bid process.
