Statement: The Ashland Citizens Budget Committee recommended during their review of the FY 2005 appropriations budget for the fire department fire & life safety division to increase the fire protection plan review fee schedule to implement full cost recovery for fire protection plans review services. Currently, this program is 50% supported by the General Fund. It is proposed that fire protection plans review fees be increased to provide for full cost recovery of these services. |

Background: Ashland Fire & Rescue provides fire protection plans review and related inspections in support of building codes and Uniform Fire Code requirements within the City of Ashland. Activity within this program area has experienced a steady increase for several years. At budget time in 2003 we were experiencing a 14 to 20 day turn-around for plans review actions within the fire department. Effective July 1, 2003, the fire department has funded an additional position of Fire Inspector to address workload issues within this program area. As a result of this additional position, our current turn-around average on plans review is five working days. During the FY 2005 budget review, the Budget Committee directed staff to seek full cost recovery of these services through an increase in the fee schedule. The attached revised fee schedule will be proposed to the Council for adoption by resolution. |
