Resolution Adopting Miscellaneous Fees for Services Where Necessary

Statement:
The City should routinely examine its operations and the services provided to ensure fees are charged at the appropriate time and amount to maintain financial viability. This Council action would create new ones where necessary.

Background:
The City of Ashland has many resolutions and ordinances that set specific rates and fees for the multitude of services rendered to the public. Most fees and charges relate to the utility services provided however there are a host of services provided that have routinely had a "service" fee associated with them.

Staff has spent the first half of this fiscal year assembling the miscellaneous fees that are normally not included in a utility specific resolution in an attempt to update such charges, approximating cost to provide where feasible.

The attached resolution adds several miscellaneous fees, so that sufficient revenue is generated to cover city costs in these areas.

This update is a second step by staff as the city reviews fees and charges. A third step is expected to occur in the April time frame as the major resolutions and ordinances are reviewed and brought back to Council with a report on how the charges established through specific actions taken over the last 5 to 10 years, adjustable by Consumer Price Indices or Engineering News Record construction ratings, have kept pace with changes in costs to provide the service.

During the third step many of these miscellaneous charges and fees will be incorporated into other resolutions that are industry specific as seems appropriate.

The following new charges are listed along with the rationale for implementing them.
Tent Rental Charge - Cemetery Division $50/day
The cost is based on delivery, set up and removal.

Grave Setup Rental Charge- Cemetery Division $100/occurrence
The cost is based on the use of grave pads, lowering device,
chairs, and greenery used by funeral homes.

Vault Charge- Cemetery Division $1,050/occurrence
The cost is based on the price of the vault.

Administrative Fee for Vehicles Impounded by Police $105/occurrence
The cost is based on staff time for Patrol, Dispatch, and
Records at $97.84 and materials at $6.94

Water Chlorination test - subdivision retest upon failure $500/retest
The cost is based on time and materials.

Water Pressure test - subdivision retest upon failure $500/retest
The cost is based on time and materials.

Water Main Line Tap - up to a 6 inch waterline $1500/tap
The cost is based on time and materials.

Water Main Line Tap - above 6 inch waterline $2000 minimum/actual cost
The cost is based on time and materials.

Sewer line video inspection - subdivision $250 minimum/inspection
The cost is based on time and materials.

Electric system engineering fee up to 20 lots (single-phase meter) $120/lot
Electric system engineering fee - 21 or more lots (three-phase meter required) $180/lot
Electric Commercial $225 minimum
