As a part of this year's Strategic Plan a need was
identified for the city to develop a policy on providing services outside
of the city. The attached draft policy addresses this item. |

Staff recommends that the Council approve the attached
policy. |

| Background: |
As the build-out of AFN reaches its final stages,
it becomes more important to have a policy in place for guidance on providing
AFN services outside of the city limits. This need was identified as a part
of the City's Strategic Plan. The attached draft policy will provide staff
direction, as requests for services outside the become more numerous. It
is important to note that all city resources will continue to be focused
within the city and the existence of this policy is primarily to give staff
direction on how to deal with inquires from other areas of the county who
might be interested in future service from AFN or any of AFN's contacted
wholesale resellers. |

The City of Ashland's Policy
For Providing AFN services outside of the City
January, 2002
· All areas within the City of Ashland will be served directly by AFN.
· All areas within the Urban Growth Boundary but outside of the city
may be served by AFN. These areas will not be served until the city's build-out
is complete or in special circumstances where the connection is simple enough
to require work by an AFN installer or requires only a hand dug conduit run
and staff is available for this and not needed for inside the city work.
· For all areas outside the Urban Growth Boundary, AFN will only provide
wholesale products and services in conjunction with a contracted wholesale
reseller. In special circumstances where because of density or other reasons
no wholesale reseller is available, AFN may provide direct services if there
is sufficient benefits to AFN and it passes a predetermined cost/ benefit
test.
· For Governmental or non-profit agencies outside of the Urban Growth
Boundary, unmanaged or managed network services may be provided by AFN on
a case by case basis if there is sufficient benefits to AFN and it passes
a predetermined cost/ benefit test. These services may be provided directly
by AFN or in conjunction with a contracted wholesale reseller.
