Equipment Bid Award - Jet Rodder

Statement:
This action is to request City Council, as the Local Contract Review Board, to authorize the purchase of a Jet Rodder in the amount of $131,580. Council action will allow the Finance Director, the Purchasing Agent, to enter into a contract to buy the authorized piece of equipment.

Background:
Ashland Municipal Code requires purchases of equipment over $50,000 to be competitively and the bid to be awarded by the Local Contract Review Board (City Council). Contracts over $75,000 are to be approved by them, also.

The Finance Director is the Purchasing Agent for the City and responsible for oversight to the bid process and conformance with City Code and State of Oregon Guidelines.

The FY 2004-05 budget includes this piece of equipment at $120,000 but delivery will not be made until FY 2005-06 so it has been re-budgeted. The total cost of the item if awarded is 9.7% above the original estimate however sufficient funds are and will be available upon delivery.

A jet rodder is a pressure washer for the inside of sewer and storm drain pipes using 800 feet of hose and nozzle. This level of machine is needed to be effective due to the many hills in Ashland requiring additional capability.

The bid submitted by Ben-Ko-Matic Brush and Equipment Co. is the lowest responsive bid that meets the City's bid specifications.

Council moves to accept staff recommendation and award the bid to Ben-Ko-Matic Brush and Equipment Co. for a Jet-Rodder quoted at $131,580.

OR

Council moves to reject the bid award and directs staff to provide more information.
