Agreement for Services with Rogue Valley Public Television

Statement:
Rogue Valley Public Television (RVTV) provides government and public access services for the City of Ashland and citizens. The City of Ashland collects PEG (Public Education and Government) fees from Charter Communications and Ashland Fiber Network for the purchase and the maintenance of the equipment for RVTV. PEG fees total approximately $54,000 annually depending on the number of subscribers. In addition, the city gives RVTV a portion of franchise fees, no greater than $50,000 per year, collected from those two entities to provide television services.

Background:
The attached agreement replaces the existing agreement dated June 1996. Significant changes/additions include: Section 1.5 all equipment purchased for council chambers becomes the property of the CITY, Section 1.7 refers to a price sheet for services not covered in the contract, Section 1.8 provision for video on demand, Section 2.3 requires a budget-to-actual financial statement, Section 4.1 clarifies that forty percent, not to exceed $50,000 annually of the cable television franchise fees be provided for RVTV, Section 4.5 details the payment schedule of fees.

Language was added in Section 9 to meet the audit requirements of the Oregon Department of Higher Education.
