Statement: City Council goal no. 16 for the 2004-2005 fiscal year directs staff to resolve radio communications coverage deficiencies for fire department emergency communications. The fire department has obtained a Department of Homeland Defense Grant in the amount of$190,380 to significantly offset the cost of installation of a radio repeater site to achieve this goal. Staff is requesting authorization to sign a contract with Day Wireless Systems to complete this project. This action is required by Ordinance No. 2917 adopted on March 1,2005, specifically, Section 2 50.070.E. This section requires that Council, in its capacity of the Local Contract Review Board, approve "sole source" contracts that exceed $75,000. |

Background: In November 2004, Day Wireless Systems completed a basic two-way RF radio wave signal strength study to identify a satisfactory site for a radio repeater station to resolve emergency communications coverage deficiencies for Ashland Fire & Rescue. The study identified a potential site on Eagle Mill Rd. for a radio repeater installation. This property is presently owned by the City of Ashland and a construction permit has been applied for through the Jackson County Building Department. A proposal for equipment, design and construction of the repeater site has been received from Motorola and their local agent, Day Wireless Systems. Staff is requesting authorization, as required by the public contracting and personal service contracts ordinance, for the issuance of a contract for design and construction of the radio repeater site with Day Wireless Systems in the amount of $161,032.72. |
