Synopsis:	This resolution changes the 2001-2002 Budget and keeps the City in compliance with Oregon Budget Law.
Recommendation:	Staff recommends approval of the attached resolution.
Fiscal Impact:	Adjusts the FY 2001-2002 budget to match anticipated expenditures.
Background:	There are three ways in which to change appropriations after the Budget is adopted. A transfer of appropriations decreases an appropriation and increases another. This is the simplest budget change allowed under Oregon Budget law. This does not increase the overall budget. This is approved by a City council resolution. A supplemental budget of less than 10 percent of total appropriations within an individual fund follows a process similar to the transfer of appropriations. A supplemental budget in excess of 10 percent of total appropriations requires a longer process. This process includes a notice in the paper and a public hearing. The first type of budget change is necessary and is the first such transfer requested for FY 2001-2002. Attached is a resolution for your approval. The recommended changes in the budget are explained after each request. Staff will evaluate the need for another request to transfer appropriations as we near the end of the fiscal year. Staff is proposing a supplemental budget change under separate action.

A RESOLUTION TRANSFERRING APPROPRIATIONS WITHIN THE 2001-2002 BUDGET
THE CITY OF ASHLAND RESOLVES AS FOLLOWS:

Because of the circumstances stated below, the Mayor and City Council of the City of Ashland determine that it is necessary to transfer appropriations as follows:

General Fund

To:	Transfers	$67,000
From:	Administrative Services	$67,000

This transfer provides increased appropriations to the Electric Fund supporting the Ashland Low Income Energy Assistance Program in light of increased power costs.

Electric Fund

To:	Administrative Services	$67,000
From:	Operating Transfers In	$67,000

This transfer from the General Fund supports the Ashland Low Income Energy Assistance Program.

Telecommunications Fund

To:	Electric - Customer Relations/ Promotions	$15,000
From:	Contingency	$15,000

This transfer adjusts for added personnel costs for door-to-door sales.
