Statement: The attached Draft Request for Proposals is the first step in conducting a review of the operations and organization of the Planning Division of Community Development. Further, the RFP includes a review of the land use ordinance to make recommendations to improve the clarity and internal conflicts of the ordinance.
It is intended to distribute the RFP as soon as possible after Council approval, and have all facets of the project complete by no later than June 30, 2005. |

Background: In the 2004-2005 Budget for the Planning Division, the following was stated:
"The Planning Division is also proposing to conduct an internal audit of operating procedures during the budget year, addressing issues of staffing, organization, and meeting community objectives. This is a common practice and it is proposed that the audit will be conducted by an independent consultant."
Further, discussions regarding this topic have also occurred during goal setting. |
