Dear Mayor and Councilors:
At our joint study session May 8th, the Parks Commission presented to the
City Council the work that had been completed pertaining to updating the
Open Space/Park Land Acquisition Program. Part of the work included developing
a ten year plan. At the May 8th Joint Study Session, the Council appeared
to support the ten year plan, with the addition of the TID Ditch Trail. It
is anticipated that the Parks and Recreation Commission will approve the
Plan at its July 1, 2002 Special Meeting and requests that the Council approve
the Plan at its July 2, 2002 Regular Meeting.
One element of the Plan that has not been completed is the funding mechanism.
At the May 8th Joint Study Session, the Commission requested that a committee
consisting of Councilors and Commissioners with the assistance of Park and
City Staff be formed to explore options for funding for the Plan. At that
time, Councilors Hartzell and Hearn volunteered to serve on the committee.
The Commission has moved forward to establish a committee of the following:
Parks and Recreation Commissioners Eggers and Landt, Councilors Hartzell,
Hearn, and Laws, and several members of the community. The committee will
be calling upon City Staff to do some analysis on different funding options.
The goal of the committee will be to recommend to the Parks and Recreation
Commission and the Council a funding source that would fund the Ten Year
Plan for the Open Space/Park Land Acquisition Program. A suggested timeline
would have a recommendation ready for presentation to a joint meeting of
the Council and Commission within two months.
For your information, the Commission is moving forward to make a change to
the name of the program. It intends to change the name from Open Space/Park
Land Acquisition Program to Parks, Trails, and Open Space Program.
We look forward to discussing this request with you at your July 2, 2002
meeting.
