Synopsis: |
The Ashland Airport Commission has been reviewing the current Minimum
Standards for commercial activities at the Ashland Municipal Airport. The
current Minimum Standards were adopted in 1991 and are outdated. Recently,
the Oregon Department of Aviation adopted new minimum standards for all
state-owned class IV airports. The Airport Commission has reviewed their
document and recommends Council adopt those standards. |
Recommendation: |
It is recommended that the Council adopt a resolution adopting the
Oregon Department of Aviation Minimum Standards for Commercial Aeronautical
Activities for Oregon State-Owned Category IV Airports for use at the Ashland
Municipal Airport. |
Fiscal Impact: |
Adoption of the resolution will result in consistent practices and
in establishing consistent fees for commercial operations at the Ashland
Airport. Over time, the result of this action should assist to provide additional
income to the airport. |
Background: |
The Airport has struggled with staff writing independent minimum standards
for the Ashland Airport. The Oregon department of Aviation has developed
a standard for all airports and has a known consistency in their documents.
The Airport Commission has evaluated the document and is recommending approval.
Staff will develop guidelines based on these minimum standards for commercial
activities at the Ashland Municipal Airport. |

RESOLUTION NO. 2002-
A RESOLUTION ADOPTING OREGON DEPARTMENT OF AVIATION MINIMUM STANDARDS FOR
COMMERCIAL AERONAUTICAL ACTIVITIES FOR OREGON STATE-OWNED CATEGORY IV AIRPORTS
FOR USE AT THE ASHLAND MUNICIPAL AIRPORT
THE CITY OF ASHLAND RESOLVES AS FOLLOWS:
SECTION 1. The City of Ashland owns and operates the Ashland Municipal Airport
as a municipal general aviation airport.
SECTION 2. The Oregon Department of Aviation has approved new Minimum Standards
for Commercial Aeronautical Activities for Oregon State-Owned Category IV
Airports (dated April 17, 2002).
SECTION 3. The City desires compatibility and consistency with the Oregon
Department of Aviation and the Federal Aviation Administration.
SECTION 4. The City hereby adopts the Oregon Department of Aviation Minimum
Standards for Commercial Aeronautical Activities for Oregon State-Owned Category
IV Airports (dated April 17, 2002) and shall be in effect as of July 1, 2002.
SECTION 5. The "Minimum Standards" for general aviation commercial aeronautical
activities have been established in the public interest for the safe and
efficient operation of the Ashland Municipal Airport and to enhance the orderly
growth; to comply with Federal, State and local government legal requirements;
and to provide information to parties operating or desiring to operate at
the Airport. These standards establish responsible, safe, and adequate services
to be offered in order to protect the public welfare.
SECTION 6. The City may adjust applicability so that all of the directives
imply City requirements versus the State in the Minimum Standard language.
This resolution was read by title only in accordance with Ashland Municipal
Code §2.04.090 duly PASSED and ADOPTED this _____ day of ________________,
