| Synopsis: |
This resolution changes the 2001-2002 Budget and
keeps the City in compliance with Oregon Budget Law. |
| Recommendation: |
Staff recommends approval of the attached
resolution. |
| Fiscal Impact: |
Adjusts the FY 2001-2002 budget to match anticipated
expenditures. |
| Background: |
There are three ways in which to change appropriations
after the Budget is adopted.
1. A transfer of appropriations decreases an appropriation and increases
another. This is the simplest budget change allowed under Oregon Budget law.
This does not increase the overall budget. This is approved by a City council
resolution.
2. A supplemental budget of less than 10 percent of total appropriations
within an individual fund follows a process similar to the transfer of
appropriations.
3. A supplemental budget in excess of 10 percent of total appropriations
requires a longer process. This process includes a notice in the paper and
a public hearing.
The first type of budget change is necessary and is the first such
transfer requested for FY 2001-2002. Attached is a resolution for your approval.
The recommended changes in the budget are explained after each request.
Staff is evaluating the need for a supplemental budget change for
the next meeting.

RESOLUTION NO. 2002-___
A RESOLUTION TRANSFERRING APPROPRIATIONS WITHIN THE 2001-2002 BUDGET
THE CITY OF ASHLAND RESOLVES AS FOLLOWS:
SECTION 1. Because of the circumstances stated below, the Mayor and City
Council of the City of Ashland determine that it is necessary to transfer
appropriations as follows:
General Fund
To: Senior Program $10,000
Community Development - Building Division 40,000
Transfers Out (Wastewater Fund) 200,000
From: Contingency $250,000
This transfer provides increased appropriations for a higher level of food
service and communication costs than anticipated in the 2001-2002 budget.
The Building Division transfer is to appropriate for increased third-party
plan review expenses. The Transfer is to reimburse the Wastewater Fund for
flood protection work done.
Street Fund
To: Public Works - Storm Water Operations $40,000
From: Contingency $40,000
This transfer is required for the Bridge Street Storm Drain project moved
ahead of schedule for completing the street crossing before Siskiyou is done.
Airport Fund
To: Materials & Services $5,000
From: Contingency $5,000
This transfer appropriates for unanticipated airport maintenance costs.
Telecommunications Fund
To: Electric - Operations $235,000
From: Contingency $235,000
This transfer adjusts for added maintenance and construction costs.
Central Services Fund
To: Finance $85,000
Electric - Computer Division 10,000
From: Contingency $95,000
The transfer for Finance appropriates for ongoing Calle garbage service not
included in the budget, increased overtime and costs related to internal
auditing, higher audit and consulting fees. The Computer Division budget
transfer appropriates for additional repair costs.
Equipment Fund
To: Materials & Services $20,000
From: Contingency $20,000
This transfer appropriates for increased personnel costs related to a change
in labor allocation.
Parks and Recreation Fund
To: Parks Division $5,000
From: Contingency $5,000
This transfer appropriates for unanticipated lease payment when preparing
FY 2001-2002 budget.
SECTION 2. This resolution takes effect upon signing by the Mayor.
This resolution was read by title only in accordance with Ashland Municipal
Code Section 2.04.090 duly
