| Synopsis: |
Council directed staff to develop an ordinance
prohibiting bus idling in Ashland. The attached ordinance revisions recommend
prohibiting trucks or buses from standing or stopping on a public street
or in a public parking area with its engine running, if the engine emits
exhaust fumes into the air. Vehicle engines shall be turned off when loading
and unloading passengers or merchandise except if:
-
An engine is running for less than three minutes,
-
A vehicle is in the moving traffic lane waiting to move with the normal
flow of traffic,
-
An engine is needed to operate equipment used to load or unload
merchandise,
The ordinance revisions would not apply to trucks under 12,000 GVW
and buses with a carrying capacity of fifteen passengers or less, or emergency
vehicles, utility company and maintenance vehicles, the engines of which
must run to perform needed work. |
| Recommendation: |
It is recommended that the Council adopt a motion
to move to second reading an ordinance adding section 11.24.020.H to the
Ashland Municipal Code to prohibit trucks and buses from idling while
parked. |
| Fiscal Impact: |
Adoption of the recommendation has no direct fiscal
impact with the exception of enforcing the ordinance requirements and potentially
collecting fines if the ordinance is not followed. |
| Background: |
Council goals requested that this item be brought
to the Council for review and adoption. |
